The Strategy & Innovation Department of the City of Temple is organized into three specialized divisions: Performance & Analytics, Process Improvement & Innovation, and Legislative Engagement. The department operates with five budgeted employees and an annual budget of approximately $652,200. Under the guidance of the Director of Strategy & Innovation, the Process Improvement and Innovation Division Director is responsible for providing knowledge and support to help leaders at all levels implement continuous improvement methodologies and process evaluation and improvement initiatives. This position will work closely with city leadership, staff, and community partners to facilitate innovative service delivery strategies and provide training and development on continuous/process improvement methodologies.
The City of Temple is searching for an innovative, strategic leader who is passionate about transforming city services to better serve the community, to become its new Process Improvement and Innovation Division Director. This forward-thinking professional will play a key role in driving organizational success by identifying opportunities for innovation and streamlining processes that enhance the City’s operational effectiveness. The ideal candidate will possess a deep understanding of innovation management principles and process improvement methodologies such as Lean Six Sigma and be familiar with the latest trends and emerging technologies relevant to municipal governance. They will be responsible for developing and executing comprehensive strategies that foster continuous improvement and align with the City’s long-term goals. The selected candidate must also demonstrate strong financial acumen, including developing budgets, securing funding, and managing resources effectively.
This position requires a bachelor’s degree from an accredited four-year college or university with a degree in business administration, public administration, innovation management, or a related field, with a master’s degree preferred. Candidates should also have at least three (3) years of experience in a leadership role involving innovation, process improvement, project management, or another related field, including one (1) year of supervisory responsibility. Being Lean Six Sigma Black Belt Certified is a plus. If the selected candidate does not already hold it, they will be asked to earn their certification within a year of hire.
