DescriptionUnder administrative direction, manages and supervises activities associated with City of Hartford, Housing and Urban Development (HUD) grant programs including Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA). Manages and supervises the grant award process including development, evaluation and implementation. Responsible for site monitoring and yearly reporting requirements including contract updates, Annual Action Plan/Consolidated Plan, CAPER (Performance and Evaluation Report), timeliness, and other IDIS reports. Provides technical assistance to subrecipients with project scopes, budgets and other financial and accomplishment reporting and compliance. This role requires a deep understanding of HUD regulations, policies, and procedures and direct experience with the IDIS reporting system. Makes recommendations on process improvement, cost reduction strategies and opportunities, and implementation strategies. Performs related work as required.
This is a HMEA position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime. - Utilize Microsoft Office products such as Word, Excel, and PowerPoint.
- Lead other professions in the functions of project management.
- Plan, assign, and supervise the work of subordinate professional staff.
- Locate and compile information, data, or facts from specialized sources.
- Apply contractual language, as needed, to ensure compliance.
- Establish and maintain effective working relationships with government officials, business representatives and the general public.
QualificationsOpen to all applicants who meet the following qualifications:Bachelor's degree from an accredited college with major coursework in Public Administration, Business Administration, Public Policy, Accounting, Finance, Economics, Project Management or a closely related field
AND five (5) years of full-time, responsible professional experience significantly related to Grant Management, or Grant Compliance.
In the absence of a four-year degree, full-time, professional direct experience in the specific area of assignment may be substituted for the above educational requirement on a basis of one (1) year of experience for each year of the educational requirement.
