    CAREER DESCRIPTION

    HCA SERVICE CHIEF II

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    The open eligible list established by this recruitment will be used to fill current and future HCA Service Chief II positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.

    HEALTH CARE AGENCY
    The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Correctional Health, Administrative Services, Behavioral Health Services, Public Health Services, and Specialized Medical Services is committed to meeting the health needs of the diverse Orange County community.

    THE DEPARTMENT
    The Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, and Forensics and Justice Involved. These Service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.

    THE PROGRAMS
    Adult and Older Adult provides outpatient, recovery oriented, behavioral health services which emphasize individual needs, strengths, choices, and involvement in service planning and implementation. Adults and Older Adults who are living with serious mental health illness and may have a co-occurring substance use disorder and impairment in their ability to function in the community or who have a history of recurring substantial functional impairment, hospitalization or symptoms can access services.

    Children and Youth Services provides outpatient behavioral health services to Medi-Cal eligible or uninsured children and youth who need medically necessary treatment to ameliorate their mental and behavioral health conditions. CYS provides case management, assessment, individual, group and family therapy, psychological testing, psychiatric evaluation and medication support, crisis intervention, and peer support services to children and youth in Orange County.

    Forensics and Justice Involved Division provides oversight, evaluation, and treatment for mental health issues among justice involved individuals in Orange County. This includes Collaborative Courts, AOT, Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, Recovery Court/Opportunity Court, CONREP, LPS Psychology Unit, SB317 Misdemeanor Incompetent to Stand Trial unit, CARE Court, and Early Access and Stabilization Services.

    THE OPPORTUNITIES
    The immediate HCA Service Chief II (SC II) vacancies are within Adult and Older Adult (AOA), Children and Youth Services (CYS), and Forensics and Justice Involved (FJI). However, future vacancies may be in other Divisions; thus, qualified applicants are encouraged to apply.

    There are two (2) immediate vacancies within AOA. The first position will provide coordination and oversight of service delivery for the County funded Permanent Supportive Housing Programs. The incumbent in this position will provide oversight of MHSA funded housing programs, coordination for supportive services for MHSA Housing, monitoring contracts for the Housing FSP, leading management meetings and assist with developing and providing trainings and presentations on housing system wide.

    The second position in AOA will be responsible for day-to-day operations of an adult outpatient clinic which includes overseeing a multidisciplinary team of Psychiatrists, Nurses, licensed and unlicensed clinicians, Mental Health Specialists, and peers who deliver mental health services to clients living with serious mental illness. Services provided onsite are medication services, nursing assessments and injections, individual therapy, group therapy, rehabilitation services, case management, assessment, crisis services, and peer services.

    There are two (2) immediate vacancies within Children and Youth Services (CYS). The first position is in CYS Administration. The incumbent in this will be responsible for the supervision of two Behavioral Health Clinician (BHC) contract monitors for outpatient and Full-Service Partnership (FSP) programs, serve as the CYS liaison/Super User with the Quality Management Services (QMS) Integrated Record Information System (IRIS) and QMS Quality Improvement/Quality Assurance Teams, and serve as the subject matter expert and liaison for peer services.

    The second position in CYS is for CYS Outpatient Clinics. The incumbent will supervise a diverse unit of professional behavioral health providers to oversee services to Medi-Cal beneficiaries, ages 0 through 20, who have a serious emotional disturbance (ages 0-17) or a serious mental illness (ages 18 through 20).

    There are two immediate vacancies within the Forensics and Justice Involved (FJI). The first SC II position will provide oversight to our court programs that serve those with mental illness that are justice involved in Mental Health Collaborative Courts (MHCC). This includes AB109, WIT Court, Assisted Intervention Court, Recovery Court, Opportunity Court, Mental Health Diversion, and our Veterans Mental Health Courts. The other SC II position will focus on re-entry services.

    Duties and Responsibilities
    Some examples of duties and responsibilities include but are not limited to:
    • Plans, schedules, assigns, and directs the work of a multidisciplinary team assigned to Behavioral Health Services
    • Evaluates the performance of subordinates, recognizes good performance, and recommends disciplinary action when appropriate
    • Orients and trains new staff, and identifies and implements staff training and development requirements
    • Confers with Program Manager and Human Resources concerning staffing and other work-related issues
    • Reviews cases, progress, and problem areas and acts as a resource on challenging or complex cases providing expert guidance to multidisciplinary team
    • Administers a clinic operation, coordinates service delivery with other programs, and assists in monitoring and evaluating program needs and developing an effective program
    • Maintains up-to-date knowledge of federal, state and local laws, regulations, policies and procedures which govern program operations and funding
    • Acts as a liaison, consultant and educator to community agencies, county, and county contracted providers to assist in achieving program goals
    • Completes chart reviews, documentation, and medical records to ensure compliance with quality assurance and utilization review requirements
    • Provides resource information, education, and consultation to representatives of clinic programs, outside agencies, community groups, or the general public
    • Compiles data and prepares reports and interprets results to evaluate outcomes
    • Participates on task forces or committees and attends meetings with other mental health professionals to resolve problems and to ensure continuity of services
    • Identifies priority populations in need of specialized behavioral health services
    • Obtains and disseminates information relating to program needs or compliance
    • Implements and adheres to all Medi-Cal requirements
    • Performs administrative functions utilizing Electronic Health Record (EHR) and IRIS

    Physical Requirements and Environmental & Working Conditions
    Vision sufficient to read standard text, read a computer monitor and to drive; speak and hear well enough to communicate clearly and understandably in person, over the telephone and in small groups; independent body mobility to stand, sit, walk, stoop, and bend to access a standard office environment; manual dexterity to use hands, arms and shoulders repetitively to operate a keyboard, to write and drive a vehicle.

    Will be occasionally required to interact with clients/patients; work in an office environment; and drive to community sites and to meetings.

    Mental Requirements
    Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations and decisions; possess the ability to remain calm and appropriately focused on difficult interpersonal situations involving diverse interests.

    RECRUITMENT PROCESS:
