    The Position

    About the position

    Job Appointment: Full Time, Limited Duration
    Persons appointed to limited term positions will be designated as limited duration employees whose appointment may conclude June 30, 2025 , except for the extension of grants or funding. Extension request to position appointment is currently in progress.

    Work Schedule: Monday - Friday, 8 AM to 5 PM, alternate schedule may be available.
    Work Location: Hybrid- This position will report to the Portland Building (1120 SW 5th Ave, Portland, or 97204) for in person work. Remote work must be performed within Oregon or Washington. For more information, click here .

    Position Summary
    The Grants Management Division provides an array of financial management, communications, and grant management services for the City of Portland.

    This opportunity is for a Financial Analyst II in the Grants Management Division. The Financial Analyst II will be responsible for managing and responding to grant applications, ensuring compliance with grant requirements, assisting Service Area program staff in writing grant applications, and maintaining accurate records of grant activities. This role involves researching funding opportunities, preparing, writing, and submitting grant proposals, and providing technical assistance to ensure the effective management of grant funds.

    The Financial Analyst II duties will vary from day to day and will range from routine to difficult and will be creatively challenging.

    As a Financial Analyst II, you will:
    • Research and Identify Funding Opportunities: Conduct thorough research to identify potential grant opportunities that align with Council and Service Area priorities.
    • Collaborate with Stakeholders: Work closely with Service Area program staff to gather necessary information related to grant applications.
    • Grant Proposal Writing and Preparation: Write and submit detailed grant proposals at the local, state, and federal level, ensuring all required documentation is accurate and complete.
    • Communication: Maintain open channels of communication with Grants Management team members, Service Area program managers, and finance personnel to gather and share data and information on grant applications. Utilize clear and regular written and verbal communication with team members.
    • Coordination: Coordinate and work closely with Grants Management and Application Coordination Team members, including regular written and verbal communication and consistent updates and maintenance of databases and processes.
    • Follow Up: Communicate with Service Area program staff and funders to follow up on submitted proposals, provide additional information as needed, and provide updates on grant application status.
    • Technical Assistance: Provide technical assistance and support to Service Area program staff in the management of grant programs, including responding to inquiries and resolving issues related to grant applications.
    • Budget Development: Develop budget proposals with program staff and financial analysts for grant applications.
    • Grant Management: Maintain an up-to-date knowledge of federal, state, local and other funding source compliance, regulations, and laws.
    • Grant Application Policies, Processes, and Internal Controls: Follow effective grant application policies, processes, and internal controls.

    The following minimum qualifications are required for this position:
    Knowledge and experience researching grant opportunities, understanding specific grant requirements, and providing guidance related to grant funding opportunities at private, state, and federal levels.Knowledge and experience providing clear, concise, and comprehensive written narratives for grant applications. Ability to communicate effectively, clearly, logically, and persuasively, both verbally and in writing, and to communicate complex regulations and administrative rules to a wide variety of audiences.Ability to collect, evaluate, and interpret data in statistical and narrative forms.Ability to analyze, interpret, explain, and apply relevant laws, regulations, ordinances, policies, and procedures.Ability to establish and maintain effective working relationships with Grants Management Division managers and staff, staff of other Service Areas, and representatives of other governmental agencies.
