    License Permit Specialist I Full Time: $4,302.22 - $5,229.38 monthly
    License Permit Specialist I Part Time: $24.82 - $30.17 hourly
    License Permit Specialist II Full Time: $4,867.58 - $5,916.58 monthly

    We currently have two vacancies. A full-time position in the Finance Department and a part- time position in the Fire Department. Applicants are encouraged to apply immediately as this recruitment may close at any time. The full-time position will be working a 9/80 schedule with every other Friday off. The part - time position will be assigned to the Fire Department working 19 hours per week. Work Schedule Tuesday - Friday. 5 hours per day Tuesday -Thursday and 4 hours on Friday. The eligibility list from this recruitment may be utilized to fill future vacancies as they occur.

    License Permit/Specialist I:
    Under direct supervision, performs clerical and related support functions relative to the receipt and processing of materials for issuance of designated permits and/or licenses; and provides departmental clerical support.

    License Permit/Specialist II:
    Under limited supervision, performs technical-related functions relative to the receipt and processing of materials for issuance of designated permits and/or licenses; and provides departmental administrative/clerical support.

    Characteristic Duties and Responsibilities:
    Positions in this classification typically perform a full range of duties at a level of complexity represented by the following types of responsibilities:

    License Permit/Specialist I:
    • Responds to routine inquiries from the public regarding license and/or permit application processes and procedures;
    • Provides information on other department/division programs and procedures;
    • Receives and reviews forms, applications, plans and related materials for accuracy and completeness relative to license and/or permit requirements;
    • Calculates and collects fees according to established fee schedules and maintains related records;
    • Prepares correspondence, notices, mailings and other materials related to license and/or permit processing, tracking, follow-up and the like;
    • Performs a variety of general clerical and word processing activities in support of department or division activities;
    • Prepares and organizes files and/or records for further processing;
    • Maintains files and filing systems;
    • Maintains supplies including applications, forms and related documents; and
    • Requisitions supplies according to established procedures.

    License Permit/Specialist II:
    • Responds to inquiries from the public regarding license and/or permit application procedures, policies and functions;
    • Researches documentation to respond to questions, complaints and/or problems and initiates appropriate course of action;
    • Provides information on other departmental/divisional programs and procedures;
    • Receives and evaluates forms, applications, plans and related materials for accuracy and completeness relative to license and/or permit requirements;
    • Verifies existing licenses/permits as appropriate;
    • Issues licenses and/or permits when established requirements are met, assists applicants in meeting requirements where appropriate, or determines and initiates other appropriate course of action;
    • Calculates and collects fees according to established fee schedules and maintains related records;
    • Calculates refunds and/or rebates and submits documentation for approval;
    • Prepares correspondence, notices, mailings and other materials related to license and/or permit processing, tracking, follow-up;
    • Tracks projects, maintains logs and verifies records;
    • Prepares a variety of regular and special reports related to designated license and/or permit activities; and
    • Performs a wide variety of general administrative and word processing activities in support of department or division activities.

    License Permit/Specialist I:

    Knowledge of:
    • Standard office practices, procedures and equipment operation; and
    • Records processing and maintenance procedures and systems.
    Skill In:
    • Operating typical office equipment, including computers and standard office computer programs;
    • Performing basic mathematical computations;
    • Sorting and maintaining files and records;
    • Understanding and following oral and written directions;
    • Receiving the public in person and over the telephone; and
    • Establishing and maintaining effective working relationships with other department staff, other City employees and the public.
    Working Conditions:
    • Typical office environment.

    License Permit/Specialist II:

    Knowledge of:
    • Designated license and/or permit recording systems, tracking, checking and approval procedures;
    • City codes, regulations and other requirements related to designated licenses and/or permits;
    • Designated license and/or permit processing and fee structures;
    • Practices, procedures and terminology of assigned function;
    • Standard office practices, procedures and equipment operation.

    Skill in:
    • Operating typical office equipment, including computers and standard office computer programs;
    • Reading, interpreting and applying rules and regulations;
    • Performing basic mathematical computations;
    • Maintaining files and records;
    • Understanding and following oral and written directions;
    • Meeting the public in situations requiring diplomacy and tact;
    • Communicating effectively both orally and in writing; and
    • Establishing and maintaining effective working relationships with other department staff, other City employees and the public.


    Working Conditions:

    Qualifications

    Minimum Qualifications:

    A combination of experience and training that would likely provide the required knowledge and skills may be qualifying. A typical way to obtain the knowledge and skills would be:

    License Permit/Specialist I:

    Education: Graduation from high school or GED.

    Experience: T wo (2) years office clerical/administrative experience, including experience working with the public.

    License Permit/Specialist II:

    Education: Graduation from high school or GED.

    Experience: T hree (3) years office clerical/administrative experience, including or supplemented by training and/or experience in the field of work represented by the designated license and/or permit.

    CITY EMPLOYEES ASSOCIATION (CEA)
    Benefit Summary - Effective 5/17/2019

    PERS Retirement : Tier I-2%@55 . Tier II-2%@60 for individuals employed by the City on or after 12/30/12 who are already PERS members. Tier I and II members single highest year coordinated with Social Security and Medicare. Employee required contribution is 8% of pensionable income. PERS 2%@62 for new employees/members hired on or after 1/1/13 have three year average coordinated with Social Security and Medicare and payment of 50% of normal cost (6.75%).

    Social Security: The City matches employee’s Social Security contribution, which is 6.2% of your salary and is made on a pre-tax basis. The 2023Social Security income cap is $160,200.

    Retiree Medical: City offers paid retiree medical insurance at same rate as active employees.

    Medical Insurance : $1,600 per month for employee and dependents' medical insurance under PERS.

    Educational Incentive : Up to $334.21 for B.A. if job doesn't require it. Must be approved by Department Head. Future employees hired on or after May 10, 2017 not eligible.

    Optical/Dental/Life/AD&D : $135 per month City contribution. Employee & eligible dependents may be covered for optical and dental. $30,000 term life policy provided by City; employee can purchase additional self and dependent coverage at group rates. AD&D insurance policies provided for employees.

    Flex Plan : Section 125 Plan, allows for payment of employee-paid insurance, medical treatment, and dependent care expenses with pre-tax dollars.

    State Disability Insurance : Coverage provided through State Employment Development Department for short-term disability. Costs borne by union employees.

    Long-Term Disability: City provides fully-paid LTD insurance. Continuance of 66 2/3% of first $9750 of employee's salary after a 60-day waiting period. Applies to non-job related occurrences.

    Work Schedule: 9/80 with alternating Fridays off.

    Holidays : 11 fixed paid holidays plus 1 day of personal leave/floating holiday per year.

    Vacation Leave : 96 hours (1-5 years); 120 hours (6 - 10 years); 144 hours (11 - 15 years): 176 hours (16+ years). Leave can be used after 6 months of service. Annual cash conversion option.

    Sick Leave : 8 hours per month. 100% payment for accrual over 600 hours and percentage of unused leave paid upon retirement or separation.

    Bereavement Leave: Three (3) working days [one workweek where travel is 500 miles or more] for qualifying incident.

    Tuition Reimbursement : Up to $1,750 per year for tuition and books.

    Longevity Pay: Up to $66.84/mo for 5 yrs of service; Up to $133.68 for 10 yrs of service; Up to $200.53/mo for 15 yrs of service. Future employees hired on or after May 10, 2017 not eligible.

    Uniform Allowance : Dollar amount varies for specific classes.

    Other : Voluntary participation in Credit Union; Long-Term Care (premiums paid by employee); Mission Sqaure 457 Deferred Compensation Program; Payroll Direct Deposit.
