    General

    Job Summary:

    The Manager, Government and Community Affairs (Capital Projects/Planning) has a matrix report ing structure to both the Director, Government and Community Affair , S AMTA and to the Director, Government and Community Affairs, Caltrain. Th is position is responsible for the strategic development and management of government and community relations for capital projects, development partnerships and planning projects specifically for the Peninsula Corridor Joint Powers Board (Caltrain).? ?

    This position oversees community engagement over, and is responsible for , policy activities at the local a nd regional level for Caltrain. It also oversees all community and government affairs related to Caltrain’s projects, including the JPB’s interaction with state regulatory agencies as they interact with and oversee projects for Caltrain or Caltrain-related projects.

    Essential Functions & Duties

    Examples of Essential Functions :

    • Provide strategic political advice to Caltrain senior leadership on all aspects of Caltrain’s projects, including grade separations, bridge and tunnel work, and other major projects throughout the current and planned Caltrain corridor. ?


    • Interact with regulatory and permitting agencies as needed for local and regional Caltrain project priorities, including the Army Corp of Engineers, Environmental Protection Agency, and the California Department of Fish and Wildlife. ?


    • Manage agency relationships with local , and regional government officials as well as government entities to garner support for the agency’s project and planning efforts. ?


    • In coordination with s tate and f ederal staff direct the coordination of activities that support the creation and mobilization of a broad coalition of local, regional, state, and national third-party advocates to build awareness and effectively promote the agency’s overall activities, policies, and goals. ? ? ?
    • Work cross- departmentally to ensure clear and timel y communication on key project and planning efforts . Work s closely with Caltrain planning , design and construction , consultant s and all branches of communications for project promotion. ?


    • Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. ? Participate in the selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.


    Examples of Essential Duties:

    • Report progress regularly to the Caltrain Board of Directors and Executive staff and specific projects and planning efforts .?Advise Executive staff on strategy and formulate responses to p roject and planning efforts that require sensitive communication.


    • Work cross - departmentally to address and provide strategic advice on fast-moving issues including with significant projects of regional importance. ?


    • Ensure internal coordination and consistency on policy positions with Caltrain government and community affairs department, broader communications department and other key internal stakeholders , d raft and make presentations to city councils and various civic and community-based organizations including some that hold night and weekend meetings ??


    • Engage policy makers, stakeholders, and the public while serving as the agency’s representative at various local, regional, and advocacy organizations, associations, and committees. ?


    • Perform all job duties and responsibilities in a safe manner to protect one’s self , fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.


    • Perform other duties as assigned.


    Minimum Qualifications

    Minimum Qualifications : Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

    • Bachelor’s degree in political science, Planning, Public Policy, or a closely related field ?


    • Five years of full-time professional experience in policy , political or other related work? ?


    • Two years of experience managing professional staff/consultants.? ?

    Preferred Qualifications:

    • Master’s degree in public policy , Public Administration or a similar field. ?


    • Possess critical thinking and independent judgment with direct impact on policy development and strategic planning. ?


    • Ability to work on evening and weekend to attend various civic and community-based organizations. ?


    • Must have a valid California driver license with a safe driving record

    Holidays and Paid Time Off:
    • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.5 hours).As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
    • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
    • Floating Holidays - District employees can earn up to five (5) floating holidays.

    • Pension Benefits through CalPERS -You must have a minimum of 5 years of service to be eligible for this pension.
