Job Summary Plans, organizes, and manages the operations and maintenance of City of Bryan parks, parks facilities, trails, sports fields, cemeteries, and select medians and grounds of City facilities.
Essential Job Functions - Supervises the operations, maintenance, and improvement of City parks, park facilities, trails, sports fields, and select medians and grounds of City facilities; evaluates maintenance issues; recommends and implements solutions to provide safe, clean, and aesthetically pleasing assigned areas.
- Supervisory responsibilities include, but are not limited to, interviewing and selecting staff; ensuring on-the-job training; assigning and directing work; establishing and enforcing work methods, procedures and standards; enforcing compliance with City and departmental policies, procedures, laws, regulations and safety standards; approving time and leave requests; reviewing performance and addressing performance concerns; and providing guidance and answering questions from staff, contractors, and citizens as needed.
- Assists with oversight of park maintenance projects; identifies problem areas and implements solutions; prioritizes projects and inspects jobsites to ensure quality work products and effective use of resources; ensures correct materials, supplies, and equipment are ordered and staged; keeps management updated on status of projects; ensures projects meet goals and standards.
- Demonstrates continuous efforts to improve operations, decrease turn-around times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Monitors worksites to ensure adherence to safety rules and regulations and that the work zones and equipment are in safe operating condition; recognizes, avoids, and reports unsafe acts and conditions as required.
- Meets regularly with staff to discuss and/or receive updates on maintenance tasks and projects; resolves issues and concerns as needed.
- Provides recommendations for and ensures compliance with operational policies, priorities, and standards relating to park operations in order to achieve long and short-term program objectives; establishes systems for monitoring programs; develops long-term work plans; develops goals and objectives for assigned region; and participates in developing department wide goals and objectives.
- Provides input in to budget preparation and expense monitoring as it pertains to the position; provides input for additional equipment and staffing needs.
- Assists with coordinating and providing oversight of janitorial contracts for the cleaning of all Parks facilities.
- Assists with coordinating and providing oversight of the landscape maintenance contracts for parks and various city facilities.
- Handles citizen and contractor concerns and provides quality customer service and support in a timely and thorough manner.
- Performs public relations functions between the City, community, and various groups.
- Assists with the planning and execution of special City events; assists with event setup, teardown, and other related tasks as directed.
- Performs related duties as assigned.
- Responds regularly and promptly to work.
Minimum Qualifications - Bachelor’s degree with significant coursework in Parks & Recreation, Construction/Facility Management, Horticulture, Agronomy, Sports Turf Management, Arboriculture/Forestry, or similar field of study plus at least two (2) years of work experience in park operations, construction, grounds/facility maintenance, or similar field; OR an Associate’s degree with significant coursework as previously listed plus at least four (4) years of related experience; OR a High School Diploma/ GED with significant coursework as previously listed plus at least six (6) years of directly related experience.
- Previous leadership, supervisory, or management experience is required as determined by the department.
Equivalent combination of related education, experience, certification, and training may be considered.
Licenses, Certifications & Special Requirements Required: - Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Preferred: - Certified Playground Safety Inspector ( CPSI ) issued through the National Recreation and Park Association.
- Pesticide Applicator License from the Texas Department of Agriculture ( TDA ).
- Landscape Irrigator License from the Texas Commission on Environmental Quality ( TCEQ ).
- Certified Professional Turf Manager ( CPTM ) designation from the Texas Turfgrass Association.
- Certified Arborist designation through the International Society of Arboriculture ( ISA ).
