    The Position:

    SUMMARY DESCRIPTION

    Under general supervision, performs a variety of responsible and technical human resources work in support of the District's human resource management programs and initiatives; areas of responsibility include, but are not limited to recruitment, benefits administration, leaves of absence administration, payroll, HRIS system maintenance, classification review, and compensation studies; provides technical staff assistance to the Human Resources Director; and performs related duties, as assigned.

    CLASS CHARACTERISTICS

    This classification is responsible for independently performing a variety of duties in support of the District’s human resource management programs and initiatives. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

    Immediate Impact: The successful candidate will be given the following objectives upon hire:

    • • Within the first 3 months, learn District policies and procedures necessary to answer personnel questions, including how to respond to employee inquiries, candidate inquiries, and other critical tasks.
    • • Within the first 3 months, demonstrate ability to coordinate the District’s leave programs including FMLA, PFL, CFRA, LWOP, Military, and PDL.
    • • Within the first 3 months, assume responsibility for all non-disciplinary related leave of absence inquiries, case management, and compliance.
    • • Within the first 3 months, assume responsibility for benefits administration including enrollments, plan maintenance, open enrollment, CalPERS reporting, deferred compensation, and HRIS Benefit management.
    • • Within the first 6 months, demonstrate a working knowledge of the District’s HRIS and assist in the implementation of additional modules including but not limited to Performance Management, Learning and Development, and Onboarding, and DISC


    The Ideal Candidate:

    • Possesses an equivalent to an associate’s degree from an accredited college with major coursework in human resources management, business administration, or related field. A bachelor’s degree in human resources management, industrial organizational psychology, business administration, or related field is desired.
    • Possesses three (3) years of increasingly responsible experience supporting a variety of human resources programs and services.
    • Is an effective communicator, both orally and in writing, with the ability to interact professionally across a wide range of audiences.
    • Possesses a working knowledge of various leave of absence guidelines, along with the ability to maintain compliance with the State of California and Federal guidelines pertaining to each type of leave.
    • Will be proactive and solution-oriented in addressing challenges and opportunities, and have experience collaborating with Unions/Employee Associations.
    • Is enthusiastic, dependable, efficient, and organized, with the ability to work under pressure with frequent interruptions, all while maintaining a pleasant, professional demeanor.
    • Possesses the ability to address sensitive issues in a diplomatic and respectful manner, maintaining confidentiality, and demonstrating a high level of integrity, demonstrated by respect, trust, honesty, and courage.
    • P ossesses a high level of professionalism, demonstrated by strong work ethic, perseverance, poise, and competence.
    • Is able to foster an environment of inclusiveness, by encouraging diversity, teamwork, and empowerment.
    • Possesses a valid California Class C Driver’s license.


    Responsibilities:

    The following duties are typical for this classification. Incumbents may not perform all duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    • Assists in administering job-related recruitment and selection procedures, including but not limited to completing personnel requisitions, creating job postings, reviewing applications, scheduling and directing interviews, and conducting background checks; negotiates job offers; ensures that assigned phases of recruitment and selection comply with applicable federal, state, and local laws, regulations, and guidelines.
    • Conducts new employee orientation sessions; processes benefit enrollment and forms; explains District human resources policies and procedures; provides information on benefit plans and enrollment requirements.
    • Oversees timecard administration, including the review, revision, and audit of bi-weekly timecards in advance of payroll administration process; audits payroll, makes adjustments, and resolves complex issues; creates payroll reports for projected and retroactive personnel action changes; trains employees and supervisory staff on proper time entry procedures.
    • Solicits and maintains services for the District’s benefit programs; coordinates annual benefit fair and open enrollment activities; processes annual and life event benefit changes.
    • Administers and tracks activities related to Family Medical Leave Act (FMLA) and other leaves of absence; provides information and guidance to employees and management on leave policies and procedures.  Monitors, evaluates, and updates the employee performance evaluation system to ensure consistency in program implementation.
    • Provides customer service to employees, applicants, retirees, vendors, and the general public; answers a variety of questions regarding human resources procedures, policies, and Human Resources Specialist regulations.
    • Responds to employment verification, salary and benefit surveys, and other requests for information.
    • Assists in conducting basic investigations into employee complaints and related issues.
    • Assists with administration and implementation of human resources training and development programs; conducts training as assigned.
    • Performs review and analysis of authorized positions, including position audits, classification and compensation analysis, and essential functions review and analysis.
    • Issues, validates, and updates identification/security badges for regular employees, temporary employees, and contractors.
    • Maintains personnel files and processes a variety of employee records.
    • Utilizes District’s human resources system to process a variety of information, including employee evaluations and payroll changes; participates in administering and maintaining the District’s Human Resources Information systems and payroll system interface.
    • Assists the Human Resources Director by providing the full range of administrative support activities for human resources functions as necessary; composes correspondence; prepares a variety of reports including technical reports and status reports; maintains legally mandated employment postings and notices.
    • Assists with other departmental operations and special projects as assigned; provides back-up support to District department staff.
    • Reads, understands, and complies with the District Safety Manual; attends safety meetings, as required; reports all accidents, violations, or infractions to immediate supervisor.
    • Performs other duties as assigned.

    Education:
    Essential:

    Compensation:

    • Medical, dental, vision, accidental death and dismemberment insurance, a life insurance policy equal to two times the annual salary for the employee and a $1,000.00 policy for eligible dependents. Benefits become effective on the first of the month following a 30-day waiting period and the Authority contributes 90% of the cost of such insurance.
    • CalPERS Retirement is provided using the 2.7 at age 55 formula for “Classic” Members. Retirement is provided using the 2% at age 62 formula for “New/PEPRA” Members.
    • Three deferred compensation plans to which an employee may voluntarily contribute up to $23,000 per year. The Authority does not contribute to these plans.
    • Twelve (12) paid holidays per year. Upon employment with WESA for one (1) year, employees also receive one (1) floating holiday annually.
    • Employees accrue vacation at a rate of 3.08 hours per two-week pay period for the first 4 years of employment; 4.62 hours for years 5-9; 6.16 hours for years 10-14; 6.47 hours for years 15-19; and 6.78 for 20+ years of service.
    • Sick leave is accrued at a rate of 3.70 hours per bi-weekly pay period for a total of 96.20 hours per year with unlimited accumulation.
    • Additional benefits available include: 9/80 work schedule, Direct Deposit, Flexible Spending Accounts, Employee Assistance Program, Educational Assistance, Certification Reimbursement Program, Certification Bonus Program, Onsite Wellness Center, and two credit unions.
