    If so, you may be the Treatment Plant & CSO System Risk Lead (Engineer II) we are seeking!

    The City of Portland, Bureau of Environmental Services (BES) is seeking an Engineer II to lead the Treatment Plant and CSO System risk analysis, provide oversight, management, and delivery of infrastructure investment recommendations for BES treatment plant and CSO system assets to meet current and future levels of service. This position monitors, understands, and manages risks to service delivery from treatment plant and CSO system assets and recommends appropriate management strategies to ensure continued service delivery.

    This position will work in BES' Risk Assessment Division. The Risk Assessment Division (RAD) is within the Strategy and Integrated Planning Group, one of the eight major work groups in the Bureau of Environmental Services (BES) division. The Risk Assessment Division applies asset management principles and practices to assess risks to services provided by the Bureau and develops integrated solutions to mitigate risk while optimizing opportunities and community benefits. Integrated solutions may include capital projects, operations and maintenance strategies, regulatory and policy changes, and programmatic service delivery elements. RAD collaborates with the Group's Planning Division, which serves as the Bureau's planning core, collaborating across disciplines to find and advance solutions that fulfill BES' strategic and planning goals.

    The Risk Assessment Division comprises the Systems Analysis & Modeling Support, Wastewater Treatment & Vertical Asset Risk Analysis, and Stormwater, Natural & Linear Asset Risk Analysis Sections. These Sections work together to provide the Bureau with capital delivery analysis support, current and future comprehensive risk profiles, and risk analysis trends to inform Portfolio Management and bureau leadership of emerging priorities to ensure the sustainability of operations.

    What you’ll get to do:
    The Treatment Plant & CSO System Risk Lead oversees the development and maintenance of the risk assessment framework for the treatment plant and CSO system assets.

    As the Treatment Plant & CSO System Risk Lead, youwill:

    • Apply asset management principles to identify critical components and processes and quantify current and future risks for wastewater treatment plant and CSO system assets.
    • Understand the relationship between service levels, asset management strategies, and resulting life cycle costs.
    • Support a business process that finds the optimum balance between capital and operating expenditures, risk management, NPDES Permit compliance, and level of service.
    • Support the development, maintenance, and maturation of asset management plans for the wastewater treatment plant and CSO system.
    • Develop and maintain excellent working relationships across key work groups in the Bureau, including those necessary for inputs to the integrated planning processes and customers of risk assessment deliverables.
    • Support the development of long-term vertical asset re-investment needs for capital and operating programs to inform bureau-wide strategic investments, mainly those focused on wastewater treatment plant and CSO system assets.
    • Recommend expenditures and investments that reduce the City’s risk profile, advance equity, and meet the Bureau’s strategic goals.
    • Support the development of reporting on wastewater treatment plant and CSO system asset performance and costs and seek input on performance from stakeholders, including on critical individual projects and programs.
    • Collaborate and support the Planning Division in the characterization and analysis of solution options and the development of integrated plans that incorporate capital, operations and maintenance, policy, and programmatic solutions.
    • Identify, prioritize, and monitor wastewater treatment plant and CSO system assets critical to meeting service levels and make every reasonable effort to avoid their failure in close coordination with treatment plant and CSO system O&M peers.

    The following minimum qualifications are required for this position. Applicants must describe in their supplemental question responses and résumé how their education, training, work experience and/or lived experience, meets each of the following minimum qualifications:

Knowledge in planning, scheduling, directing, and coordinating the activities of various work teams to implement complex asset management strategies.Ability in establishing and maintaining effective working relationships with bureau managers and staff, representatives of other City bureaus, and government agencies.Knowledge of developing asset management plans for wastewater infrastructure, including understanding current asset management practices, regulations, and the social, political, and environmental issues influencing program/project development and implementation. Ability to communicate complex technical matters within the Bureau organization to non-technical individuals, including presentations to internal and external stakeholders; engaging in collaborative problem solving and team building, and facilitating and maintaining partnerships.Ability to occasionally provide technical support during off-schedule hours in response to urgent or emergency scenarios.     Any combination of education and experience equivalent to the following minimum qualifications is acceptable.
    • Bachelor’s degree from an accredited college or university with major coursework in public administration, engineering, environmental sciences, or urban planning.
    • 5+ years’ experience in modeling/data analysis, engineering, asset management, and/or risk assessment practice for wastewater infrastructure assets.
    • Professional Engineering Licensure
