DEFINITION:Directs a Section of the Health Facilities Inspection Division.
CLASSIFICATION STANDARDS:Positions allocable to this class manage one of the three major Sections of the Health Facilities Inspection Division and are responsible for either survey services, consultant services, or licensing, enforcement and training services. These positions receive technical and administrative direction from the Assistant Chief, Health Facilities Inspection Division.
Essential Job Functions- Survey Services: Directs a field staff which surveys hospitals and other health care facilities to evaluate the quality of care provided with respect to State, Federal and local regulations and guidelines.
- Supervises the administration of survey services through the review of reports, resolution of problems pertaining to surveys, and the coordination of work with other Sections.
- Consultant Services: Directs a staff of consultants who provide specialized consultative services in evaluating the quality of total patient care provided by hospitals and other health care facilities with respect to conformity with and enforcement of licensing and certification requirements of the Department of Health and State and Federal laws.
- Provides administrative and limited technical supervision to consultants who are qualified professionals in selected areas such as medicine, nursing, pharmacy, social work, medical record keeping, and physical and occupational therapy. Licensing.
- Enforcement and Training Services: Coordinates all enforcement actions for the Division, including processing license revocations, Medicare and Medi-Cal decertifications and criminal complaints and provides technical support to the survey and consultant sections.
- Directs Health Facilities Program Specialists who perform a variety of staff assignments such as reviewing and analyzing State, Federal and local legislation and regulations that pertain to hospitals and health care facilities; planning and providing orientation and ongoing in-service training for Division personnel; reviewing licensure and certification documents; and acting as representatives of the Division to governmental health agencies, fiscal intermediaries, provider groups and voluntary associations.
RequirementsMINIMUM REQUIREMENTS:Two years' administrative*, supervisory** or consultative*** experience in the surveillance of health facilities for compliance with State, Federal, and local regulations.
LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:2 - Light : This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION: *Administrative experience is defined as performing work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation.
**Supervisory experience is defined as planning, assigning, and reviewing work of staff, evaluating employee performance, approving leaves of absence, counseling, and recommending discipline.
***Consultative experience is defined as one who, as an expert in a specialized field, expresses views, provides opinions, and recommends courses of action to be taken on problems presented by others for resolution. Persons who provide such advisory or consultative services do not regularly perform or supervise the performance of the day-to-day work in the specialized field.
DESIREABLE QUALIFICATIONS: Additional points will be awarded for additional experience beyond the Minimum Requirements.
Additional Information EXAMINATION CONTENT: This examination will consist of an evaluation of experience based upon application information, desirable qualifications and supplemental questionnaire at the time of filing
weighted 100%.Applicants must meet the requirements described above at the time of filing and achieve a passing score of 70% or higher on the examination in order to be added to the Eligible Register.
Passing this examination and being added to the Eligible Register does not guarantee an offer of employment. ELIGIBILITY INFORMATION: The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
