    About the Role:
    The King County Wastewater Treatment Division is seeking an enthusiastic, strategic, agile, and collaborative leader to support the strategy and standardization of our growing capital program while maintaining a focus on the quality of the projects delivered as we grow. We need a proven leader who will leverage their project management, construction management, and contracting expertise and experience to strategically support the growing CIP and help implement sustaining and consistent tools and standards across all projects and programs while advancing equity in capital and in alignment with WTD initiatives.

    The successful candidate will collaborate with all business sections of our utility, other King County departments and leadership, regional partner agencies, elected, and community-based organizations and will support the following work groups.
    • Capital Strategy: This effort includes the organizational strategy to support the growing capital program. Examples of this strategy already being implemented that will require further support are the implementation of collaborative delivery, procurement strategies, and facility program management.
    • Capital Quality and Standards: This Program supports the implementation sustaining and consistent tools and standards across all projects/ programs while maintaining alignment with WTD initiatives. This Program also includes the Capital Training Program.
    • Workforce Development Program: This program is designed to recruit, hire, and on-board staff into WTD's capital program and provide and introduction to all functional units and a general understanding of the entire utility.
    • Capital Infrastructure Coordination: This Program supports the coordination between capital projects/ programs and the operational needs of the utility. This program aims to strengthen relationships between operations and capital while supporting operations in a smooth transition of projects.
    • Capital Continuous Improvement and Lessons Learned: This program documents, facilitates, and promotes the implementation of learned lessons in all aspects of the utility.
    • Equity in Capital: This program coordinates with all other sections and units in WTD to advance equity in our capital program in contracts, outreach to contractors and consultants, and support the communities we serve.

You will be a key part of one of King County's largest, most complex capital programs with a variety of interesting, challenging, and critical projects. You will be supporting the growth and strategic development of the largest capital program in King County with projects and programs stretching across 2200 square miles.

    Job Duties
    What You Will Be Doing:
    • Effectively lead and manage the work of the Capital Strategy, Quality and Standards Unit
    • Establish and maintain strategic alignment with WTDs mission, organizational values, goals, and objectives for capital delivery. Lead WTDs Capital Readiness initiatives with the division and department leadership teams, including progress updates and where their support, influence or action is requested.
    • Fully collaborate with other capital delivery units, WTD sections, and WTD leadership to support the development and implementation of capital strategies, consistent quality, standards and processes across all projects and programs while advancing equity in capital and alignment with WTD initiatives.
    • Foster a positive environment in diverse work situation, create strong morale with engaged teams, instill vision and purpose, and encourage open dialogue.
    • Manage all recruiting, hiring and workforce development needs for the unit, including on-boarding, training, mentoring, and coaching.

    Experience, Qualifications, Knowledge, Skills
    Qualifications You Bring:
    • A minimum of ten (10) years of recent and verifiable experience at the project executive or manager level in the management of large capital programs and a minimum of ten (10) years of experience directly supervising personnel. Experience must include knowledge and experience in multiple areas of capital programs such as Portfolio, Program and Project Management, Construction Management, Project Controls, Engineering, Planning, Contracting, Procurement, Compliance, and Collaborative Delivery.
    • Demonstrated knowledge, skills and abilities directing capital teams in all aspects of King County Wastewater Treatment Division capital delivery systems, process and tools for capital portfolio, programs, projects, and contracts. Knowledge and skill in the principles and practices of successful supervision, employee coaching and performance management.
    • Skill in applying strategic planning techniques to establish the direction and make decisions regarding multiple competing internal and external programs or projects. Skill in evaluating information to make decisions within and outside established guidelines with limited documentation.
    • Established reputation as a strong leader who develops mutually respectful relationships, achieves consensus among competing interests and fosters a collaborative approach to problem solving.
    • Substantial experience and skill working with elected officials, and the King County Capital Project Management Work Group (CPMWG) agencies to initiate programs, develop policies and enhance the strategic direction of WTD. Skill in negotiating and identifying solutions that balance the division's and County's interests and find common ground to progress initiatives.
    • Substantial experience managing teams and overseeing consultants in the delivery of large capital projects/ programs. Ability to provide an empowering leadership style and foster a productive and supportive work environment that attracts and retains quality employees, promotes teamwork, and challenges and develops employees.
    • Thorough knowledge of relevant portfolio, program and project management and construction management best practices, laws, ordinances, codes, regulations, specifications, and standards. This includes a thorough understanding of procurement, contracting and collaborative delivery options available to a Washington State public entity such as WTD.

    Supplemental Information

    Working Conditions:
    • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements are approximately 10 times a quarter. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
    • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
    • Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
    • Union Representation: This position is represented by the Teamster, Local 117. Pursuant to Western Conference of Teamsters Pension Trust $2.00 per hour from the base wage will be submitted to the Western Conference of Teamsters Pension Trust Fund.
