OVERVIEWPosition InformationUnder the direction of the assigned Lead Mechanic or Supervisor, the incumbent performs skilled mechanical work on gasoline and diesel-powered vehicles and equipment, performing a variety of mechanical, preventive maintenance and related work to ensure effective readiness and operation of the County's vehicles including but not limited to autos, pickups, trucks, tractors, road maintenance and sewer equipment. Other assignments include servicing and Diagnosing equipment, repairing and mounting tires, perform seasonal checkups, steam cleaning and washing, as well as major and minor tune-ups and adjustments, modifying and fabricating equipment and parts, welding broken items and maintaining tools and the shop area in a clean and orderly condition.
Core business hours are from 7:00 AM to 3:30 PM, Monday through Friday. Weekends and holidays may be required to respond to non-scheduled call-out emergencies. Work alternates and emergency shifts as situations dictate, as well as respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week, alone or a part of a team as needed. Occasional standby and call-back may be required.
This position is open until filled. A first review will be done in the week of November 11. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONSRequired Education and Experience- Associates degree in automotive/diesel technology or related field; AND two years recent experience as a heavy-duty diesel and/or gasoline mechanic; OR
- Four years of recent experience as a heavy-duty diesel and/or gasoline mechanic.
- Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
Preferred Experience- Master Automotive Service Excellence (ASE) Certificate or equivalent.
- Experience in electrical/electronics, hydraulics, and hydraulics systems with air or low voltage control circuits
- Metal Fabrication, welding and/or machine shop experience.
- Washington State Class A Commercial Driver's License (CDL) for the operation of related equipment with Endorsement N or X and air brake restriction removed.
Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
CDL Driver: Operating County owned vehicles and CDL vehicles. Successful candidate must [have a current or obtain within 12 months of employment] a Washington Class A endorse N or X with air brake restriction removed. Prior to CDL Assignment:
- CDL drivers must submit a driving abstract and a current medical card.
- CDL Drivers in accordance with federal regulations and Kitsap County Drug and Alcohol Policy and Procedures for CDL Drivers, no employee will be allowed to operate CDL vehicles or equipment in this position for Kitsap County until he/she has successfully passed a breath alcohol test and urine drug screening; and enter into a random DOT regulated drug and alcohol testing process.
Required Licenses, Certificates, Examinations/Tests and Other Requirements Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.
Prior to employment the successful candidate must :
- Authorize and complete a criminal background and driving record check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
- Pass medical/physical evaluation, including audiometric testing, conducted in accordance with WAC 296-817-400
- Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority.
- Submit official transcripts from an accredited college or university if education is being used to meet the minimum qualifications.
- Provide references that demonstrate reliability, a good attendance record and a positive work ethic/attitude.
Within 12 months employment the successful candidate must :
- Obtain Forklift Certification
- Obtain a Washington State Class A Commercial Driver's License (CDL) for the operation of related equipment with Endorsement N or X and air brake restriction removed.

- Use fleet software, evaluate fleet data, and maintain work force performance.
- Operate diagnostic computers.
- Comply with safety standards concerning the wearing of personal safety clothing and protective equipment.
- Maintain a safe and clean work area.
- Work over 40 hours in a workweek as required. Be available on standby work when required.
- Report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared as an "Essential Employee" under the Public Works Inclement Weather/Emergency Response policy.

Positions in this class typically require:
- Work is performed primarily in a vehicle repair shop and outside field and some mining locations.
- Test-driving of vehicles is required.
- Must be able to work safely around heavy equipment and work in awkward positions such as operating tools while lying on your back under a vehicle.
- Exposure to loud noises, exhaust fumes, power tools and equipment is inherent in the job.
- Bending, stooping, reaching (over shoulders, at waist and below waist), walking, standing, adequate vision to operate power equipment, etc.
- Adequate vision sufficient to view gauges and traffic and other signals, to operate equipment and read instructions and plans.
- Able to communicate instructions, diagnosis and other important information.
- Hearing sufficient to respond to audible alarms, signals, radio and telephone.
- Exertion of force of up to 50 lbs. occasionally, and/or up to 35 pounds frequently, and/or up to 10 pounds continually to lift/carry/move objects and to operate a variety of power equipment.

- Exposed to other physical hazards out in the field.

ILLUSTRATIVE EXAMPLE OF DUTIESEssential Job Functions:
- Perform Preventative Maintenance the County's vehicles and equipment using the tools required for the job.
- Inspect, diagnose and make repairs to OEM specification on all County vehicles and equipment such as; loaders, graders, dozers, compactors, medium and heavy-duty trucks and accessories, light duty trucks, automobiles using the tools required for the job.
- Inspect, diagnose and make repairs to Engine, Transmission and Emission systems also air, electric, hydraulic controls and circuits found on County owned vehicles and equipment using the tools required for the job.
- Upfit new vehicles. Install MCT's, emergency lighting and tooling.
- Fabrication (plasma cutting, oxygen / acetylene cutting and welding arc welding, mig welding) using the tools required for the job.
