Vacancy is in the Office of the Chief Operating Officer. The Performance Manager will be responsible for developing and managing a performance management program within the City of Hartford government. The incumbent will work in close coordination with senior leadership to define and maintain an overall vision, mission, and values for the organization, as well as key performance indicators (KPIs) to effectively measure and evaluate the results of strategic and operational goals. Balance quantitative and qualitative metrics to efficiently assess KPIs. The overarching goal of performance management is to create a culture of collaboration, teamwork, and trust to get the most out of the organization. The incumbent will use data to evaluate efforts and identify opportunities for improvement to better coordinate internal services, serve residents and respond to organizational and community needs. Develops and updates the City’s strategic approach and implementation of a performance management plan for policies, processes, and metrics. Provides guidance, training, and coaching across City departments as to how to define, track, and measure KPIs, recognize leading and lagging indicators, and develop criteria for program/project outcomes and expectations. Manages the day-to-day activities of the performance management program. Creates and updates performance management policies and administrative procedures to help guide Citywide performance management work. Develops and updates KPIs. Advises and briefs senior leadership, including (but not limited to) the COO, the CFO, and City department heads on performance management status, challenges, and progress toward goals. Works across departmental lines to enhance and redesign existing performance management practices across the City through collaborative engagement and management of the work. Coordinates and collaborates with department directors and managers to develop, track, and evolve the City's strategic approach to performance management work. Establishes and leads an interdepartmental performance workgroup, including facilitating a regular series of meetings. Provides updates to City Council and other stakeholders, as directed. Researches and identifies national best practices, promising developmental ideas and similar governmental practices around performance management programs. Identifies and pursues opportunities to conduct research, establish pilot projects and other short- term activities through grant funding. Develops and advises on a performance management program for the Capital Improvement Program.
This position is in the unclassified service, and incumbent is appointed by and serves at the pleasure of the Chief Operating Officer.
Knowledge, Skills & Abilities
The knowledge of the principles, practices, and techniques of public administration related to management of state and local governments; Knowledge of governmental budgetary processes and methods of financial administration, Knowledge of advanced knowledge of Microsoft Excel, PowerPoint, and other MS Office applications; Ability to analyze administrative systems and practices, to identify difficult organizational problems and to recommend solutions leading to improved service delivery; Ability to present written and verbal presentations with clarity and logic; Ability to establish and maintain effective working relationships with municipal officials, department heads, and employees.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Work is performed primarily in an office environment with some travel to different sites. Incumbent may be required to work a flexible schedule including evenings and weekends.
Qualifications
Open to all applicants who meet the following qualifications:
A bachelor's degree in organizational development, business administration, economics, public administration, or a related field. At least three (3) years of experience working with increasing responsibility in a large government agency or other organization, with job functions including (but not limited to) developing strategic plans, deploying enterprise-wide strategies, or program/project evaluation. Possesses an excellent strategic outlook and planning abilities.
Master’s degree or one-year of management level experience preferred.

If selected for the position, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will be required to serve (3) three to (12) twelve months of probation.
