    The City of Palo Alto is seeking a detail-oriented and experienced Electrician to join our Electric Engineering Team. The successful candidate will be responsible for reviewing and evaluating electric plans submitted by customers for moves, adds, or changes of their electrical equipment in residences and/or commercial facilities. The successful candidate must have journey level experience with inspecting, testing, and evaluating residential and commercial electrical systems to ensure they meet safety standards, local standards, local regulations, and the National Electrical Code. The successful candidate will act as the City’s liaison, coordinating communications and activities between customers and contractors and the City’s Customer Service Team (Electric).

    Job Description

    Under general supervision, the Journey Level LEAD performs a wide variety of technical, administrative and specialized work involved in the reviewing, processing and supporting the issuance of building electrical and related permits and applications; determining required inspections; managing appointments; maintaining field inspection lists; creating and issuing records requests; and providing permit-related information concerning permit requirements, codes, ordinances, and inspection procedures.

    Essential Duties:

    Essential and other important responsibilities and duties may include, but are not limited to, the following:

    • Receives, processes, and reviews plan check submittals, applications, and other related documents.
    • Reviews and evaluates electric permit applications, construction plans and supporting documentation for completeness, accuracy and conformance with local, state and federal building codes and other applicable established criteria.
    • Determines the need for pre-permit reviews to qualify customer Electric Vehicle (EV), Photo Voltaic (PV), and Energy Storage Systems (ESS).
    • Consults with Electric Engineering to determine whether or not a further level of review of plans is necessary prior to permit issuance.
    • Provides counter and telephone service to general public; answers code related issues and supplies information regarding permit processing, policies, and procedures
    • Interfaces with contractors, management, co-workers, supervisors, and the general public.
    • Uses fee schedules and designated methods to determine the value of the preliminary and final fees, and provides information regarding Palo Alto's Municipal Code and the California Building Code.
    • Performs extensive entries into the City’s Permit Tracking System, ensuring accuracy in all data.
    • Disseminates, explains, and interprets information, regulations, and policies and procedures of the department.
    • Prepares statistical reports regarding permit intake, issuance and inspections, may lead and/or participate in preparing and processing administrative documents requiring extensive knowledge of department operations, policies, procedures, codes, regulations and ordinances.


    Minimum Qualifications:

    Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which would typically be acquired through:

    • Completion of an accredited electrician apprentice program


    and

    • Two years of experience as a journey-level Electrician/Technician


    Must upload Journey Level Electrician Card with application.

    Special Requirements:
    • Possession of a valid California Driver's License
    • Ability to pass drug test as mandated by the Department of Transportation
    • May be required to work on standby and/or overtime in emergency situations
    • Employees may be required to work outside their regularly scheduled hours, to be available for emergency and/or pre-arranged work.

    Ideal Candidate
    • Journey Level Electrician (has Journey Card and uploaded it with application)
    • Ability to actively identify safety risks and hazards in order to take necessary actions to reduce safety risks.

    • Works through challenges and strives to problem solve difficult situations.
    • Demonstrates exceptional customer service skills that includes displaying patience and tact when interacting with internal and external customers.
    • Ability to develop and maintain effective working relationships.
    Essential Knowledge, Skills, and Abilities
    Knowledge of Construction permit processes, including public rights-of-way, private and public easements, setbacks, zoning and engineering requirements, and the need for variances. Knowledge of the Uniform Building Code, construction practices, and legal aspects of code administration.

    Skills
    • Read and understand blueprints, plans and specifications. Skills to understand and explain local ordinances, regulations and procedures, and to provide technical direction to other staff members.
    • Possesses strong communications and interpersonal skills in interactions with coworkers, supervisor, the general public, and other persons sufficient to exchange or convey information and to receive work direction.
    • Utilizes complex specialized computer software including the City’s permit tracking system (Accela). Learn and use the City’s Automated Building Permit Issuing System.
    Abilities
    Read and review building plans and specifications for completeness; read land use maps, assessor’s maps, plot maps, specifications, electrical drawings, energy calculations, and other related documents; previous experience with applications such as SolarApp+ and Accela a plus.
