    This position is scheduled to receive salary range increases on the following dates :

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment will establish an open eligible list that will be used to fill current and future Public Information and Affairs Analyst positions. The eligible list established may also be used to fill position in similar and/or lower classifications thought the County of Orange.

    COUNTY EXECUTIVE OFFICE
    The County of Orange , County Executive Office implements policies of the Board of Supervisors, supports County departments, oversees the County's infrastructure and real estate assets, prepares the annual County budget, and assists the public. County Executive Office works with members of the Board of Supervisors and their staff, elected and appointed department heads and the County's 18,000 employees to oversee the provision of essential government services through 22 departments. The County Executive Office is organized into six divisions: County Operations, Finance, Human Resource Services, Information Technology, Real Estate, Care Coordination and Government & Community Relations, which includes Communications.

    THE OPPORTUNITY
    The Public Information Officer - Community Liaison (Spanish)will assist in leading the CEO Communications Team within the Government & Community Relations division of the County Executive Office, providing strategic communications direction and counsel to departments, executives and elected officials, as well as facilitating open and thoughtful engagement with residents and stakeholders. The role will be handling a variety of pivotal assignments including external and internal communications; standardization, public information and media relations; and developing and implementing strategic communication plans for County initiatives.
    The Public Information Officer - Community Liaison (Spanish) will assist in the implementation of the community liaison program, conduct linguistically appropriate and culturally relevant outreach to expand the Department's capacity to accommodate the pressing needs of the Spanish-speaking communities in the County of Orange. The position will assist various units across the agency to increase programming and services by providing translation and interpretation services to Limited English Proficiency (LEP) persons to increase public engagement and address concerns pertaining to projects and/or policies that will impact local communities. The position will also represent the agency at community meetings, solicit feedback, report back, and assist with language access compliance report needs.
    The incumbent will report to the CEO Communications Public Information Manager and will serve as a secondary spokesperson for media interactions on behalf of the County, including crisis communications and issues management. In addition this role ,they will be managing the Staff Specialist as well as overseeing the Language Access Program.

    Primary responsibilities will be including but not limited to:

    • Serve as the secondary spokesperson for the County of Orange, including crisis and issue management
    • Assists in the implementation of the community liaison program
    • Conducts linguistically appropriate and culturally relevant outreach, distributes materials, and provides language services to Limited English Proficiency (LEP) populations to solicit meaningful public participation.
    • Prepares and translates written materials, including correspondence, flyers, brochures, memos, forms, posters, and presentations for distribution, including press releases, reports, social media and presentations for oversight bodies, members of the public and stakeholder.
    • Works with a staff specialist to ensure written materials are translated in the County's threshold languages in accordance with its Language Access Policy.
    • Prepares and translates written materials, and provides verbal statements to media outlets in Spanish in crisis situations
    • Establishes, develops, and maintains relationships with key stakeholders, both internal and external, and media outlets
    • Provides information to and answers questions from the public to promote County of Orange services and gather feedback.
    • Represents the agency at community meetings and reports back, and works strategically to ensure underserved communities are aware of County programs and initiatives.
    • Assists with press events, social media, and crisis events
    • Maintains and updates computer files, databases and list of relevant stakeholders and committees, and generate periodical reports.
    • Crafting a broad range of briefing materials and presentations to facilitate communication of complex issues
    • Overseeing day-to-day activities of CEO Communications and orchestrating special events/projects as assigned
    • Work with and train County PIOs on best practices related to public relations

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The ideal candidate will have at least four (4) years of experience in public relations, communications, or journalism for a large governmental agency, public relations agency, non-profit, or for-profit corporation. The ideal candidate should be experienced in utilizing various communication channels to develop and advertise events, including but not limited to; print and broadcast media, social media, video, websites, events, and official public meetings.

    Bilingual in Spanish is required.

    RECRUITMENT PROCESS
    Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

    Structured Oral Interview (Weighted 100%)
    Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies. Based on the County's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
