SUBSTANCE USE DISORDER SERVICES (SUDS) El Dorado County Behavioral Health-
Substance Use Disorder Services provides a range of substance use treatment and recovery support services for El Dorado County Medi-Cal beneficiaries and low-income uninsured community members.
THE OPPORTUNITY This support position works under the direction of a Program Coordinator or other professional or management staff member and provides generalized support and services for a variety of program areas. This class is distinguished from Program Coordinator in that the latter has supervisory and coordinative responsibility for a specific program.
The selected candidate will have the opportunity to: - Receive and review program applications to determine eligibility and certifies clients for program services; counsel and advise applicants based on their needs and make appropriate referrals to other community services agencies as applicable.
- Issue program services certificates and vouchers and maintain records of such documentation and awards.
- Perform program implementation including the scheduling of trips, collection of fees, reservation of transportation, and the promotion and oversight of scheduled program activities.
- Provide information about resources, programs, service and entitlements, Medicare, medical and other programs which exist under Human Services.
- Provide basic counseling about aging, nutrition, and low-income concerns and assist clients with independent living and long-term care matters.
- Evaluate progress of program participants by assessing health, weight, hematocrit/hemoglobin measures and similar parameters.
- Maintain liaison with co-workers, community groups, government agencies and other entities to ensure maximum usefulness of programs.
- Maintain accurate files and records related to contacts with program participants.
- Perform publicity and community outreach for assigned programs; may speak to various groups; conduct group classes on various program topics.
- Perform various office support work such as typing and filing; maintain fiscal and statistical records related to programs; compile various reports.
THE IDEAL CANDIDATE This position will work in the Substance Use Disorder Services Quality Management unit. It is the goal of this unit to ensure that County SUD treatment providers offer quality services to those in need of substance use disorder treatment. The unit provides the written authorizations required for clients to be placed in SUD treatment facilities. The unit also provides training and compliance monitoring to the providers and collects a large amount of data to ensure quality standards are being met. The Program Assistant position functions as a foundational source of support for all Quality Management activities. The ideal candidate for this position will be able understand rules and regulations governing state treatment authorization processes, able to use Excel and other computer programs to collect and track data, be a quick learner and able to collaborate effectively with community provider staff to achieve data collection and other goals. This position also provides back up to the office assistant and must be able to effectively answer phone calls and link the caller as needed to the appropriate staff.
A combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying; however, education may not solely substitute for the required experience.
Equivalent to possession of an Associate of Arts degree with major coursework in social services, psychology or a related field,
-and-Experience:One (1) year of experience in eligibility determination, counseling or intervention or in office sup port work which has included interpreting and explaining complex rules and regulations. Relevant experience may be substituted for the education on a year for year basis.
Other Requirements:Specified positions may require possession of a valid driver's license.

ADDITIONAL INFORMATION The County of El Dorado is recruiting applicants for Program Assistant. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months in Placerville, CA. An extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
