  • Job Description

    Description

    This position will perform complex risk management work and monitor procurement and contract insurance requirements in compliance with Risk Management Policies and Programs.

    Examples of Duties

    • Serves as Project Leader on the Risk Management Information Systems function, including selection of hardware/software, configuration, maintenance, and technical training.
    • Provides technical and business support for the Workers' Compensation and General Liability claims computer systems, including day-to-day functionality, mandatory federal and state reporting, and systems upgrades
    • Performs requirements analyses and feasibility studies, and prepares project proposals for the development, enhancement, and maintenance of an information system specific to Risk Management functions
    • Assesses training needs and develops training and support program for internal and external users of the Risk Management Public Liability/Property Damage and Workers' Compensation claims systems
    • Acts as Project Leader on critical technical, financial, and operating projects to ensure they are completed according to deadlines and standards.
    • Implements regulatory and statistical reporting of safety, public liability/property damage, and workers' compensation
    • Develops the fiscal year budget for the department expenditures and agency claims reserves
    • Oversees preparation of actuarial studies of loss reserves, funding analysis, and recommendations for reserve valuation for the Workers' Compensation and General Liability programs
    • Develops complex statistical and analytical reports on risk management issues, including development of forecasting models
    • Performs explanatory data analyses, prepares and analyzes historical data, identifies patterns, and makes recommendations to assist management with decision making
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Actuarial Sciences, Statistics, Accounting, Economics, Business Administration or a related field; Master's Degree in a related field preferred

    Experience
    • Five years of relevant experience performing risk financing, actuarial studies, financial accounting, insurance analysis, or contract claims management; or working with risk management information systems or property and liability insurance claims analysis; some positions in this class may require specialized experience in area of assignment; project lead experience preferred

    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

    The following are the preferred qualifications:
    • Experience mitigating loss of risk exposures in major construction activities and robust programs of insurance
    • Experience supporting insurance program placement including coordinating exposure data, working with stakeholders, and preparing underwriting specifications and coverage requirements
    • Experience developing risk management and insurance coverage reports and presentations to educate and inform internal and external audiences
    • Experience developing, negotiating, and monitoring compliance of insurance requirements during major highway, light rail, heavy rail, or related construction projects
    • Professional designations in insurance or related areas


    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and practices of risk management and risk financing
    • Actuarial principles, practices, and procedures
    • Theories, principles, and practices of budgeting, contract, and project management
    • Applicable local, state, and federal laws, rules, and regulations related to workers' compensation and general liability
    • Applicable software applications, including relational database systems
    • Capabilities and practices of large-scale computer systems and database management systems


    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Overseeing diverse risk management functions in a complex, multi-purpose insurance program environment
    • Performing complex statistical, financial, actuarial, and contract insurance analyses
    • Preparing comprehensive proposals, contracts, reports, and correspondence
    • Assuming a project management role on major projects
    • Analyzing situations, identifying problems, recommending solutions, and evaluating outcomes
    • Exercising sound judgment and creativity in making decisions
    • Communicating effectively orally and in writing
    • Interacting professionally with various levels of Metro employees and external vendors
    • Negotiating and mediating resolution of issues


    Ability to (defined as a present competence to perform an observable behavior or produce an observable result)
    • Compile and analyze complex workers' compensation and PL/PD claims data
    • Perform work administering comprehensive risk management insurance programs
    • Interpret and apply actuarial study data
    • Oversee a Risk Management Information System function
    • Provide guidance to other department staff on information system projects and programs
    • Establish and maintain complex recordkeeping systems
    • Understand and apply rules, regulations, policies, and procedures to contracts
    • Establish and implement policies and procedures
    • Read, write, speak, and understand English
