    Pay Range: $128,559 - $145,328 annual compensation

    Workdays & Hours: Shift: Monday - Friday: 8:00am - 5:00pm.

    A 24/7 Operation - weekend work may be required. This position is a first responder in severe weather conditions/emergencies which will be subject to work after hours, emergency call back hours, nights, weekends, holidays and will participate in an on-call rotation schedule.

    The Field Operations Division within the City of Fort Worth Water Utility is looking for an Engineering Manager to lead, manage, and coordinate complex and technically challenging programs and engineering projects from inception to completion. The incumbent will oversee a diverse and highly technical staff responsible for the maintenance, repair, and expansion of the water distribution and wastewater collection system consisting of over 7,000 miles of pipeline. Additionally, this position will consult and coordinate project prioritization, specification, and procedures with the Assistant Water Director for Field Operations, the Water Director, partner divisions, and other city and local agencies. This individual should be an independent, self-starter who has experience in leading complex and highly visible programs and projects in a fast-paced environment with multiple priorities and deadlines.

    Minimum Qualifications:
    • A Bachelor’s degree from an accredited college or university with major coursework in civil engineering or related field.
    • Five (5) years of increasingly responsible engineering and construction management experience.
    • Two (2) years of administrative and supervisory responsibility required.
    • Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration in the State of Texas as a Professional Engineer within six months of employment.
    • Possession of a valid driver’s license in the State of Texas.

    Preferred Qualifications:
    • Five (5) years of increasingly responsible engineering and construction management experience for a large water utility.
    • Knowledge and experience in wastewater collection system operation, design, and construction.
    • Be knowledgeable about trends affecting water utility business, including regulations. (Understanding of how to utilize AMI data to optimize water operations a plus). Familiar with TCEQ requirements related to water distribution and wastewater collection systems.
    • Be an experienced manager familiar with budgeting fundamentals and human resources rules.
    • Be able to utilize CMMS tools to assess performance, improve efficiency, troubleshoot issues, and respond to customer complaints.

    The Engineering Manager job responsibilities include:
    • Ability to utilize water distribution system SCADA data to develop optimization strategies promoting efficient maintenance and optimization of water quality, with a goal to reduce main breaks and water loss.
    • Knowledgeable about trends affecting water utility business, including regulations. (Understanding of how to utilize AMI data to optimize water operations a plus). Familiar with TCEQ requirements related to water distribution and wastewater collection systems.
    • Familiarity with wastewater models, wastewater metering, and I&I studies so as to utilize data to prioritize work activities and investment that would result in a continued reduction of sanitary sewer overflows and backups.
    • Develop and implement policies, standards, and/or procedures for engineering and technical work that drive utility-wide synergy and awareness during routine and emergency operations. Ensure day-to-day operations align with long-term utility strategy as it relates to preventative maintenance, repair, and modernization of assets
    • Prepare engineering studies on benchmarked practices, new technology, potential capital improvement projects related to the distribution and collection system, and future expansion/development projects.
    • Supervise staff, which include prioritizing and assigning work, performance evaluations, training, compliance with policies and procedures, and ensuring a safe and healthy work environment.
    • Ability to create, review and update technical specifications. Familiarity with governmental purchasing requirements. Ability to craft procurement strategies to lower costs and reduce risk to the utility.
    • Have demonstrated ability to influence stakeholders and experience facilitating group consensus to create solutions and resolve issues during routine and emergency operations.

    Medical Program
