    DEFINITION:
    Has immediate responsibility for organizing and overseeing a program of technical and consultative services in the field of occupational health and industrial hygiene and the enforcement of State, County, and city ordinances pertaining thereto.

    CLASSIFICATION STANDARDS:
    The one position allocable to this class is responsible for providing the administrative direction and planning of occupational and industrial hygiene services to enforce ordinances in private and public establishments within the County. This position reports to an Environmental Health Branch Director in the Public Health Department and is distinguished from other lower-level occupational health positions by its role for providing administrative industrial hygiene oversight related to focused studies of health issues in the areas of biological, chemical, or toxicological factors which may affect and impact residential or commercial establishments and communities.

    Essential Job Functions

    • Plans and directs Countywide industrial hygiene studies of equipment, processes, and other factors in communities, industrial establishments, and County installations or facilities to determine the existence of occupational health hazards to employees: makes recommendations to health care administrators or other officials for corrective measures or actions intended to eliminate or control such hazards, including the investigation of physicians occupational disease reports.
    • Directs the conduct of tests to identify and measure contaminants in the air and in the materials to which individuals and communities are exposed in connection with a variety of industrial processes and environments.
    • Coordinates the provision and the dissemination of advice and guidance to industrial nurses, medical and health care personnel, and others concerned with the prevention of occupational diseases and blood-borne pathogens.
    • Directs special studies to determine occupational health hazards that may result from use of new chemicals, materials, and industrial processes, and to formulate procedures and safeguards designed to prevent their occurrence.
    • Provides consultation services to industrial establishments and County departments, industrial engineers and designers, and other interested persons or organizations.
    • Directs the preparation of documents for use by the Offices of the District Attorney or City Attorney to initiate possible prosecution of violators of applicable codes.
    • Coordinates the work of subordinates with other divisions, County departments, and agencies of contract cities which may be concerned with occupational health matters.


    Requirements

    MINIMUM REQUIREMENTS:

    Option I: A Bachelor's degree* from an accredited college or university with specialization in Chemistry, Engineering, Physics, Biological Sciences, or Public Health with an emphasis in Industrial Hygiene -AND- five (5) years' experience in the field of industrial hygiene** in a public agency***, one year of which must have been in a lead**** or supervisory***** capacity.

    Option II: A Master's degree* from an accredited college or university with specialization in Chemistry, Engineering, Physics, Biological Sciences, or Public Health with an emphasis in Industrial Hygiene -AND- four (4) years' of experience in the field of industrial hygiene** in a public agency***, one year of which must have been in a lead**** or supervisory***** capacity.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
    PHYSICAL CLASS:
    2 - Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:

    * In order to receive credit for any type of college or university degree, such as a Bachelor's Degree or higher, you must attach a legible copy of the Official Diploma, Official Transcripts, or Official Letter from the accredited institution, which shows the date the degree was awarded, with Registrar's signature and school seal, to the application or within fifteen (15) calendar days from application submission to hrexams@ph.lacounty.gov .
    • Foreign studies must be evaluated for equivalency to United States accredited institutions standards by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE) . (see Employment Information under Accreditation Information).
    • Official Transcript is defined as a transcript that bears the college seal and states "official and/or copy" issued by the school's Registrar Office. A printout of the transcript from the school's website is NOT considered official and, therefore, will NOT be accepted and may result in your application being incomplete and be rejected.

    **Field of industrial hygiene - Work experience performing assignments in occupational and/or environmental safety.

    *** Such as city, county, district, or other government agencies.

    **** Lead capacity is defined as act as team or group leader to at least two (2) or more journey or lower-level employees with responsibility for assigning, coordinating, and reviewing the work, ensuring proper work methods are followed, and providing technical assistance and training.

    *****Supervision is defined as provides direct administrative and technical supervision to include planning, assigning, and reviewing work of staff, evaluating employee performance, approving leaves of absence, counseling, and recommending discipline.

    DESIRABLE QUALIFICATIONS:


    Credit will be given to applicants who possess the following desirable qualifications:

    • Additional points will be awarded for additional experience in the field of industrial hygiene** in a public agency*** beyond the minimum requirements.


    Additional Information

    EXAMINATION CONTENT:
    Once we have determined that you meet the education and experience requirements described above, our examination process will consist of an evaluation of education and experience based on application information, desirable qualifications, and supplemental questionnaire information at the time of filing weighted 100% .

    Applicants must meet the Requirements and achieve a passing score of 70% or higher on the examination in order to be added on the Eligible Register (hiring list).

    Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.
    ELIGIBILITY INFORMATION:
    The names of candidates will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
