Position Summary
The Senior City Planner - Economic position is responsible for researching, developing, and supporting innovative policies and programs to achieve Portland’s economic development objectives and land use planning for thriving business districts. This subject-matter expert position provides economic and real estate research, analysis, and consultation to BPS, other agencies, the business community, and the public. Senior Planners are experienced planners who are expected to carry out their responsibilities with initiative, independence and creativity, while exercising sound professional judgment and problem-solving skills.
Primary responsibilities include: - Lead and support initiatives that help BPS and the City fulfill the goals of the 2035 Comprehensive Plan, the Climate Action Plan, and the Portland Plan.
- Lead teams and manage the design, research and implementation of BPS-led projects that support economic development and job creation.
- Serve as bureau specialist on economic planning, providing consultation to various planning project teams, the business community, and interagency partners on economic development, business and employment trends, development feasibility and emerging trends, especially in the industrial sectors and inclusive prosperity.
- Serve as the BPS liaison to industry and business associations and state/regional economic development agencies to support public-private partnerships.
- Perform various qualitative and quantitative analyses of economic and demographic data, including trends analysis, economic forecasting, growth-capacity planning, and policy performance.
- Manage consultant contracts, including setting budgets, managing schedules, and ensuring the quality of work products.
- Establish and maintain strategic partnerships with public and private stakeholders and coordinate with other city bureaus, regional and state agencies.

To Qualify The following minimum qualifications are required for this position: Ability to manage complex and politically sensitive planning projects; designing projects, determining methodology, setting project goals and objectives and developing work plans and budgets to develop policies and recommendations.
Experience applying economic development concepts in urban and regional policy development.
Ability to plan for the economic vitality of industrial, commercial, and mixed-use districts, including integration of economic development, land use, transportation, and environmental policies.
Experience collecting, evaluating and interpreting qualitative and quantitative analyses of economic, market, and demographic data, including traded sectors, equity impacts, forecasts, cost-benefit analysis, real estate market analysis, and modeling
Ability to communicate effectively, both verbally and in writing; in public settings, to convey technical information to diverse audiences, including elected officials, city staff and community stakeholders.
Ability to establish and maintain collaborative relationships with diverse partners to achieve desired policy outcomes.
