    General Description and Classification Standards:

    The Department of Public Works (DPW) Installation Chief Assistant (G.19) will serve as a key knowledge worker driving and leading critical initiatives. This is a strategic position supporting DPW in all field operational engagements. This is a solution driven role that requires critical thinking to solve operational and logistical problems that arise daily, utilizing industry standards and technical tools such as routing software, COA cameras, and GIS Mapping for solutioning. The position will be responsible for team supervision and providing logistical oversight for the deployment of vehicles and other DPW resources throughout the city of Atlanta, ensuring the completion of all standard work and assigned tasks. Effective and professional communication (Oral and Written) is a must to keep all parties engaged working towards the common goal. In addition, must have the ability to establish and maintain effective working relationships to the benefit of the organization.

    Supervision and Leadership:

    This position receives guidance regarding overall mission, short and long-term objectives, scheduling, unusual priorities, and is expected to structure their workday to accomplish established goals for self. This position can work independently on key managerial initiatives but is primarily focused on leading and supervising a team and may be required to work evenings, weekends, or holidays to meet departmental needs. Direction received is very general and focuses on strategic objectives and is typically collaborative. This is a G19 level position.

    Essential Duties & Responsibilities: these are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

    • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance reviews.

    • Provides logistical oversight for the deployment of vehicles and manned resources throughout the city of Atlanta, ensuring the detailed completion of all standard work or assigned tasks in an organized professional fashion. Also ensures equipment is operating properly, safely, and effectively for departmental use.

    • Solves complex logistical problems that may arise daily, utilizing industry standard tools in routing software, COA cameras, and GIS Mapping technology for solutioning.

    • This is an agile position and must be committed to working harmoniously with others in the Department and other organizations ensuring that the day-to-day activities are handled effectively while investigating customer complaints bringing them to a resolution.

    • Translates business needs and priorities into actionable logistics strategies and develops recommendations to streamline processes, improve resource allocation, and leverage technology.

    • Works on cross-functional initiatives discovering insights that will guide strategic decisions and uncover optimization opportunities.

    • Partners with departmental teams to identify and define operational requirements and objectives; ensuring that all operation needs are met to drive efficiencies throughout.

    • Demonstrated leadership, communication, and interpersonal skills with the ability to train and manage others as/if needed. Monitors vehicle repair and maintenance needs and forwards to appropriate personnel.

    • Ability to prepare key reports for the management to drive operational efficiency. Ensures preventive maintenance is completed as scheduled. Investigates customer complaints and brings them to a resolution.

    • Demonstrated ability to understand routes as needed and assign employees routes and monitor their performance and successfully drives communication with employees while they are in the field to make any required adjustments.

    Decision Making: Has critical thinking skills with effective judgement and decision making.

    • Provides input regarding decisions that impact operations and special initiatives.

    • Follows standardized procedures and written instructions to accomplish assigned tasks.

    • Applies organizational policies; recommend strategy or policy changes.

    • Provides guidance as required to less experienced staff, interns, temporary employees, etc.

    • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

    • Ensures staff reports to roll call in city issued uniform and appropriate safety gear.

    Requirements (Knowledge, Skills & Abilities):

    • Business management skills, including organization, planning, time management and prioritization.

    • Problem-solving skills having accuracy and attention to detail. Team-working skills with good verbal and written communication, ability to organize and manage time effectively, demonstrating accountability and dependability.

    • Self-starter, self-motivated with demonstrated ability to work independently.

    • Thorough knowledge of traffic laws and defensive driving.

    • Multitasking skills with ability to work under pressure. Ability to handle deadlines and avoid schedule conflicts.

    • Knowledge of solid waste operations and of various city codes. Knowledge of administrative and safety requirements for the assigned area.

    • Skill in performing all typical tasks associated with the area of assignment and in adapting to new situations or configurations.

    • Managerial and supervisory skills.

    Minimum Qualifications - Education and Experience:

    • Have an applicable Associate degree in relevant field. Equivalent work experience (5+ years) will be considered. Additionally, having some college or technical school training beyond high school is sufficient as well.

    • Minimum of 3 years’ relevant work experience.

    • Technologically sufficient skills in Microsoft Office Suite (Outlook, Teams, Excel, PPT, Word, Access etc.).

    • Valid State Driver’s License

    Nice to Have - Noted as a Plus:

    • Bachelor’s degree in relevant field. Advanced and professional degrees (MA, MBA, MS etc.) are also noted as a plus as well.

    • 5 years’ relevant experience.

    • Experience in the operation of light to heavy-sized commercial vehicles. Including but not limited to: rear loaders, sweepers, front end loaders, automated side loaders, knuckle boom (grapple) truck, and dump truck.

    • Extensive Knowledge in Microsoft Office Suite.

    • Extensive Knowledge of Software Systems-Rubicon, Routific, Calabrio, ServiceNow, PowerBI, Hansen, Accela, Maximo, Oracle, enQuesta, DextrFlex, and Calabrio.

    Licensures and Certifications Desired but not required:

    • Six Sigma

    • Project Management

    • OSHA Work Safety

    • Valid Georgia Commercial Driver's License (CDL) with Class A or B endorsement

    • HAZ MAT Certification

    PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of job-related machines and office equipment. Must be able to move or carry related objects or materials. Physical demand requirements are at the levels of those for active work.

    DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, technical, structural, compositional, or identifiable characteristics (whether like or divergent from obvious standards) of data, people, or things.

    INTERPERSONAL COMMUNICATION: Requires the ability to communicate with people to convey or exchange professional information.

    LANGUAGE ABILITY: May require the ability to read a variety of professional, technical, and administrative documentation, directions, instructions, methods, and procedures. May be required to produce reports with proper format, punctuation, spelling, and grammar, using all parts of speech. Requires the ability to communicate with and before others using correct English.

    INTELLIGENCE: Requires the ability to learn and understand subject matter principles and techniques; to make independent judgments in absence of supervision within the scope of respective job duties and tasks; to acquire and be able to expound on knowledge of topics related to primary occupation.

    NUMERICAL APTITUDE: May require the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret same as may be appropriate.

    FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape.

    MOTOR COORDINATION: Requires the ability to utilize job-related equipment while accomplishing job duties and tasks associated with respective primary duties.

    COLOR DISCRIMINATION: May require the ability to differentiate colors and shades of color.

    INTERPERSONAL TEMPERAMENT: Requires the ability to interact with people (i.e. staff, supervisors, general public and elected officials) beyond giving the receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
