    Testing Process
    The testing process consists of the following phases: keyboard proficiency test and interview panel. Keyboard proficiency tests must have a passing score of 35 words per minute. Candidates are advised to attach a keyboarding verification certificate to their application or will be required to take the City of Livermore's online keyboarding test. Keyboarding verification certificates must meet the set criteria to be acceptable:
    • Indication of a 5-minute timed test
    • Official logo or letterhead of the certifying agency, including the contact name and phone number of the test administrator (Online self-tests are not acceptable)
    • Date of the test (test must be taken within the past 12 months of application submission date)
    • Gross Words Per Minute (GWPM)
    • Number of errors in the entire test
    Those that receive a qualifying score for the keyboarding proficiency test may be invited to an interview.

    DEFINITION

    Under supervision, the Police Clerk performs all clerical functions and procedures to provide records support service to the Police Department; provides customer service to citizens at the front counter and over the telephone; and performs other duties as assigned.

    DISTINGUISHING CHARACTERISTICS

    Positions in this classification perform a variety of record and report related assignments following standardized procedures. The Police Clerk is expected to exercise independent judgment in the performance of duties with minimum of supervision, staff the front counter, and is expected to provide courteous, expedient, and efficient service to the public. Adequate performance requires knowledge of department procedures, various city, county, and state codes and the ability to choose among a number of alternatives in solving routine problems.

    SUPERVISION RECEIVED

    Supervision is provided by the Supervising Police Clerk with direction provided by the Senior Police Clerk and other chain of command staff.

    Examples of Important and Essential Functions

    Public Counter/Telephone Duties
    Greets the public at the front counter; provides assistance or directs individuals to proper department or personnel; accepts payments in the form of cash, checks, and credit cards for miscellaneous police services; informs the public about departmental operations and the availability/services of referral agencies; answers incoming business lines and assists callers; calms upset or irate individuals, in person and over a telephone and ascertains information to determine how best to proceed; directs/screens calls to appropriate agency, department, or personnel; obtains complete information regarding the circumstances of calls for service; and uses a concise, logical method to input non-emergency calls for service into a computer aided dispatch system.

    General Office Duties
    Enters data from police reports into automated record system; distributes copies of completed reports and attachments to proper destinations; directs various case reports, forms, and correspondence to appropriate files or person(s); maintains accurate, up-to-date files; files all materials in alphabetical, chronological, or numerical order; purges files of outdated material and prepares reports for microfiche; opens and distributes inter-departmental and U.S. mail; inputs and accesses information to automated law enforcement systems; compiles statistics and reports; processes traffic citations; may provide direction and training to temporary employees and volunteers; and performs other duties as assigned.

    Demonstrated Knowledge of :
    Modern office practices and procedures; operation of office equipment; proper English usage, diction, spelling, grammar, and punctuation; alphabetical, chronological, and numerical filing systems; computer operating systems and software applications; and effective interpersonal communication techniques.

    Demonstrated Skills to :
    Analyze situations quickly and make sound decisions in emergency and routine situations; follow oral and written instructions; relate effectively to co-workers, supervisors, department personnel, and the public; use patience, courtesy, and tact when relating with the public; effectively communicate both orally and in writing; perform two or more tasks concurrently; read and retain information; meet the City's keyboarding proficiency standards (35 net wpm); utilize computers and computer software to perform word processing, spreadsheet, and specialized functions; and exemplify an enthusiastic, resourceful, and effective service attitude with co-workers and the public.

    Ability to :
    Effectively apply the required knowledge and skills in the daily performance of assigned duties; develop solutions, within established guidelines, using initiative, tact, and good judgment; remain flexible and adapt to changing conditions; and read, comprehend, and interpret policies, procedures, laws, ordinances, and regulations.

    Experience, Education, and Training Guidelines :
    Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

    Experience : Two years of experience performing general clerical work which included word processing, data entry, and extensive public contact in person and on the telephone. Experience working in a police department is desirable.

    Education : Equivalent to graduation from high school supplemented by keyboarding/word processing and business/public relations courses.

    Training : Any recent training such as academic courses and certification programs which are relevant to this job classification.

    Certification : Possession of a Certificate of Basic Records Course Completion awarded from a POST accredited presenter is required within 2 years of employment.

    License : May require the possession of a valid California driver's license with a satisfactory driving record as determined by the City.

    Other Requirements : Willingness and ability to work shifts, holidays, weekends, and scheduled and emergency overtime; be available for call back as required; attend classes, seminars, and workshops during work and non-work hours as required; wear a uniform; and comply with department grooming standards.

    Special Requirements : Documented verification of achieving the City's keyboarding proficiency (35 net wpm) is required at time of application. Essential duties require the mental and/or physical ability to converse over the telephone and in person; detect when a person is speaking with varying degrees of emotion; read computer monitors, fine print, charts, graphs, and maps; discern colors; use a computer keyboard; bend, stoop, stretch, and reach; sit for long periods of time; and safely lift and maneuver office supplies and equipment weighing up to 25 pounds.

    UNIFORM ALLOWANCE

    SAFETY SHOE ALLOWANCE
    Paid annually in July: $200/year for Meter Readers, and employees in Engineering Technician, Neighborhood Preservation Officer, and Building Inspector series who perform field work, and Public Works employees that are required to wear safety shoes or boots.

    PRESCRIPTION SAFETY GLASSES
    Reimbursement of up to $150/year for purchase of safety prescription glasses for EEs working in locations where there is a risk of eye injuries.

    SHIFT DIFFERENTIAL
    EEs regularly assigned to city facilities operating 24/7 - $2.50/hour for all hours worked when assigned to a shift requiring EE work at least 4 hours between 4:00 p.m.- 6:00 a.m.

    EQUIPMENT OPERATION
    Public Works EEs: $12.00/day for EE who operates Class A vehicle, min of 50%+ operation/day.

    STANDBY PAY
    2 hours straight-time for standby on regularly scheduled work day
    3 hours straight-time for standby on regularly scheduled days off and fixed City holidays

    CALL BACK PAY
    3 hours min @ OT rate for FLSA nonexempt. First 3 hours can't be taken as comp time but paid to EE.

    WORK IN A HIGHER CLASS
    If work min of 3 consecutive workdays, paid @ 5% differential or the minimum of the salary range of the higher classification.

    COURT PAY/COURT CANCELLATION PAY
    If in connection with EE's usual official duties, 3 hrs min @ OT, or 4 hrs min @ OT for those required to appear on normal day off or on graveyard shift.

    SUPPORT SERVICES TRAINING OFFICER PAY
    $90/pay period for full pay period while assigned.

    BILINGUAL PAY
    $60/pay period for both written & conversational. Must be certified by Department Head and approved by Admin Services Director, and used on the job.

    $35/pay period for conversation level as certified by Department Head and approved by Admin Services Director.

    TELEPHONE PAY
    20 minutes and for each minute exceeding 20 minutes at OT rate.

    CELL PHONE ALLOWANCE
    Standard = $40/month (if authorized)

    COMMERCIAL DRIVERS' LICENSE PAY
    $35/pay period with valid CA Commercial Driver's License and valid DOT medical card.

    OT COMP & COMP TIME OFF
    OT for > 40 hrs/week or > 8 hrs/day in a reg scheduled day or hrs in excess of those normally scheduled & worked/day @ 1 ½ x reg. pay or Comp Time in lieu of OT for FLSA nonexempt. Accrued Comp Time in excess of 100 hours must be paid out.

    TUITION REIMBURSEMENT
    75% reimbursement fortuition & books
    For undergraduate studies, $4,000 FY max; $16,000 lifetime max
    For graduate studies, $5,000 FY max; $10,000 lifetime max

    LICENSES & CERTIFICATIONS
    100% reimbursement for required licenses and certifications

    EMPLOYEE ASSISTANCE PROGRAM
    Three (3) sessions per incident per family member. Unlimited telephonic consultations.

    FLSA WORK PERIOD
    168 hour pay period beginning Monday at 12:01 a.m., ending 7 days later on Sunday at 12:00 midnight. If an EE is not on this work week schedule, something must be in writing documenting EE's work week.

    For WR Operator series : 168 hour period beginning Sunday at 12:00 midnight,
    ending 7 days later on Saturday at 11:59 p.m.
