    The District

    Irvine Ranch Water District (IRWD) is a progressive, values-driven agency, with an international reputation for its leading-edge financial management practices, water recycling program, water use efficiency practices, water banking, urban runoff treatment, and energy generation and storage. Established in 1961 as a California Water District under the provisions of the California Water Code, IRWD is an independent special district serving central Orange County.     The Position

    The Oracle Applications Database Administrator (DBA) is responsible for administering the District’s Enterprise applications including Oracle EBS, Oracle CC&B and Maximo, along with associated technologies such as Oracle databases, middleware, and other relevant applications. This involves ensuring that the applications and databases run smoothly, and issues are resolved in a timely manner . This position requires providing on-call support for systems, proficiency in Linux, capacity, and willingness to acquire expertise in new technologies and provide support for them.

    The ideal candidate will have the ability to design, maintain, and implement new features as well as troubleshoot any data-related issues, collaborate with developers, system administrators and end-users to maintain databases, thus, making it vital to communicate fluently in database management language(s).

    DISTINGUISHING CHARACTERISTICS

    This is the entry-level in the professional Database Administrator series. Assignments require knowledge, expertise, experience, and skills in a broad range of professional database administration areas, independence, initiative, and the ability to perform complex and difficult analytical tasks related to a broad range of assignments. The work requires creativity and resourcefulness to accomplish goals and objectives. Incumbents are required to exercise judgment in interpreting established guidelines, policies, procedures, goals, and objectives and in applying concepts, plans, and strategies. Incumbents in these classifications regularly and independently complete assignments in a variety of database administration functions.

    Essential Duties and Responsibilities

    • Responsible for maintenance and support of Oracle databases and applications.
    • Responsible for performance tuning of Application Tiers and Oracle Databases.
    • Responsible for process and query optimization, troubleshooting of locking issues, monitoring of resource contention, analysis of queries, log files, trace files in Oracle Applications.
    • Responsible for quickly identifying and resolving performance issues using the following tools: OEM, explain plan, DBMS Profiler, AWR, ADDM, and TOAD.
    • Perform database implementation and upgrades in Oracle Applications environments.
    • Review and apply critical patches as required.
    • Perform Real Applications Cluster (RAC) and Active Data Gard installation and maintenance of Oracle Databases.
    • Manage and maintain all production and non-production databases, including performing backups, recovery and validation, as well as reporting on database statistics.
    • Provide support and perform Cloning in RAC and NON-RAC environments.
    • Assist application development and/or support with database design considerations.
    • Assist in the development and maintenance of the disaster recovery / business resumption planning process for all databases.
    • Assist in developing database strategies, including standards, design, maintenance, replication, archiving, access and security, to support District needs.
    • Document and communicate all system changes.
    • Enforce defined data security models to help protect the District’s data.
    • Review and recommend changes to database replication and linking to support District application needs.
    • Consult with end users to recommend the most appropriate database solution.
    • Perform other duties as assigned.
    • Comply with District work-related safety practices and attend relevant safety training.


    Minimum Education, Training and Experience

    A combination of education and experience equivalent to:

    Education:

    • A bachelor's degree in Computer Science or related field is required. Work experience may be substituted on a year-for-year basis. For degrees obtained outside of the U.S., an official equivalency evaluation is required.


    Experience:

    • A minimum of three (3) years of experience in the following disciplines is required: Hands-on experience with Oracle Application databases on Linux/Unix Platform, Patching, cloning, upgrade, backup and recovery for both Oracle applications and databases; Pro-active monitoring and performance tuning, Expert-level Oracle application middle tier configuration, architecture review, patch review and maintenance of Concurrent program setup and maintenance. Expert level in Oracle EBS R12, Oracle Fusion Middleware 11g, RDBMS: Oracle 12c,19c or later


    Experience in the following disciplines is highly desirable:
    • Oracle SSO using Oracle Identity Cloud Services, Oracle CC&B 2.8x, Oracle RAC and Data Guard.
    • Operating Systems: Linux, MS Windows
    • Programming Languages: SQL, PL/SQL and Unix Shell Script
    • Database management Software or Tools: Oracle OEM, ASM, Data Guard, RMAN, TDE, Toad, SQL Plus.
    • Other technologies: Oracle Cloud tenancy, Oracle Cloud VPN, MS Office, Job Scheduler software
    • Oracle CC&B (Customer Care & Billing) product; OUAF Framework, Weblogic Server and Performance Management Tools; Oracle CC&B Hands-On Batch Programming; all phases of software development life cycle including functional analysis, development of technical requirements, prototyping, testing and deployment; peer design and code reviews and implementing solutions utilizing ITIL framework and best practices.

    License / Certifications:
    • Depending on assignment, a valid Class ‘C’ California Driver’s License may be required.

    Desired Certifications:
    • Oracle professional Database Administration, OCI or equivalent certification.

    Mathematical Ability

    Ability to add, subtract, multiply, divide and calculate percentages, fractions and decimals. Algebra and Statistical Analysis desired.

    Technology Ability
    Proficient in the use of Microsoft Office Suite (Word, Excel, PowerPoint).

    Judgment and Situational Reasoning Ability

    Ability to use good personal judgment and discretion in performing all job functions. Ability to use analytic and problem- solving skills, effectively evaluate information/data to make decisions. Ability to anticipate obstacles and develop plans to resolve. Ability to evaluate decisions through the eyes of the customer; build strong customer relationships and create processes with a customer viewpoint.

    Physical Requirements

    Regularly required to sit, bend, stoop and stand. Occasionally required to lift up to 50 lbs.

    Environmental Adaptability

    Noise level is generally equivalent to a typical office environment. Ability to work in an environment which may expose the employee to hazardous materials and environment. Occasional visits to construction sites where noise level may be higher than typical office environment.

    Disaster Service Worker: In accordance with Government Code Section 3100, Irvine Ranch Water District employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.

    Retirement
    Employees hired on or after January 1, 2013:
    The District, in compliance with the California Public Employees' Pension Reform Act of 2012 (PEPRA), implemented a third tier for new employees hired on or after January 1, 2013. New employees hired on or after January 1, 2013 who have not been in PERS membership or in membership with a reciprocal retirement system within 6 months of hire date will receive benefits under the California Public Employees Retirement System at a 2 percent at age 62 formula. This formula gradually increases to a maximum benefits of 2.5 percent at age 67. Final compensation calculations will be based on the highest three-year average of regular recurring pay. The District pays the employer's share of these costs. The employee share of the pension cost of 7.50% is paid in full by the employees hired under this formula.

    Employees hired on or after September 29, 2012 or "Classic" PERS members hired on or after January 1, 2013:
    On September 24, 2012, the IRWD Board of Directors approved the addition of a second tier to the CalPERS retirement benefits. New employees hired on or after September 29th through December 31, 2012, and employees hired on or after January 1, 2013 who have been in PERS membership or in membership with a reciprocal retirement system, will receive benefits under the California Public Employees Retirement System at 2 percent at age 60 formula. This formula gradually increases to a maximum benefit of 2.418% at age 63. The District pays the employer share of these costs and the employee share of the pension cost of 7% is paid in full by the employees hired under this formula. Final retirement compensation calculations are based on the highest three-year average of regular, recurring pay.

    IRWDdoes not participate or pay into Social Security except for the Medicare portion.

    Medical Insurance
    IRWD contracts with CalPERS for medical insurance coverage. Employees may elect coverage from a variety of PPO and HMO plans. The employee and District contribution for health insurance varies by plan.Coverage is effective the first day of the month following the date of hire.

    Dental Insurance
    IRWD contracts with Delta Dental for dental coverage.IRWD pays 100% of the premium for dental coverage for eligible employees and their eligible dependents. Coverage is effective the first day of the month following the date of hire.

    Vision Insurance
    IRWD contracts with the EyeMed for vision coverage. IRWD pays 100% of the premium for vision coverage for eligible employees and their eligible dependents. Coverage is effective the first day of the month following the date of hire.

    Life Insurance
    Elgible employees are provided with life insurance coverage equal to three or four times their annual salary, depending on their level of compensation. Eligible dependents are also covered for a flat benefit amount. Coverage is effective the first day of the month following the date of hire.

    Deferred Compensation
    Participation in adeferred compensation plan is available through Empower Retirement. Enrollment is voluntary and contributions are employee-paid and subject to IRS limits. The District matches employee contributions up to 3% of base pay after 1 year of employment.

    Paid Vacation
    Eligible employees begin accruing vacation benefits at the rate of 80 hours per year for the first 5 years of employment. Employees accrue 120 hours per year after 5 years of employment and 160 hours per year after 10 years of employment.

    Paid Holidays
    The District offers 11 scheduled paid holidaysplus one personal holiday per year.

    Sick Leave
    Eligible employees accrue 96 hours of sick leave annually.

    Flexible Spending Accounts
    Eligible employees may elect to participate in the District's Flex Advantage program. This program allows employees to deposit pre-tax dollars into special accounts to be used for a variety of purposes, including paying for qualified miscellaneous health care expenses and dependent care expenses. IRWD contracts with a third party administer to process payments from employee accounts using claim forms or a Flex Spending debit card.

    Educational Assistance
    The District will share in the pre-approved educational costs of tuition and books for employees who wish to attend college or take certification classes.
