The
Health and Human Services Agency’s Social Services Division strives to improve the quality of life for the residents of El Dorado County. They help residents meet basic needs and ultimately become self-sufficient by offering the following services: CalFresh, CalWORKs, Medi-Cal, General Assistance, and employment services.
IN-HOME SUPPORTIVE SERVICES
In-Home Supportive Services Public Authority is a program which recruits, processes and supports service providers for the In-Home Supportive Services Program (IHSS); a Medi-Cal funded program which enables eligible individuals (who are 65 and older, blind, or disabled) to hire providers of domestic and personal care services to help the individuals remain living in their own homes and communities.
THE OPPORTUNITY
You will have the opportunity to implement policies and procedures related to the Public Authority IHSS provider registry, including registry database management; implement policies and procedures related to IHSS provider and consumer training and support services; and assist with receptionist and clerical tasks.
The selected candidate will have the opportunity to: - Recruit providers for the registry, assist providers with registry application and intake process, check provider references and background, conduct provider orientations and monitor provider follow-up.
- Conduct consumer intakes, generate lists of providers for consumers, refer providers to consumers and conduct consumer follow-up.
- Manage/maintain computerized provider registry database.
- Develop consumer and provider training curriculum with the oversight of the IHSS Public Authority Program Manager.
- Recruit trainees for provider training.
- Plan, coordinate, conduct and monitor consumer and provider training activities, including provision of training on appropriate techniques of providing person care.
- Provide consumer and provider support services, including conflict resolution.
- Regularly travel to different locations throughout the County to provide consumer/provider training and support services.
- Prepare or assist in the preparation of narrative and statistical reports.

THE IDEAL CANDIDATE
This position will work directly with potential and registered IHSS providers to enroll eligible providers in the program, conduct background checks, and troubleshoot providers questions. The training responsibilities for IHSS-Public Authority include providing orientation for new providers regarding provider responsibilities, specifically regarding timesheet submission and IHSS program regulations for providers. The ideal candidate for this position will be committed to working with the older and dependent adult populations, as well as disabled children and their families. He/She will demonstrate strong customer services skills with a background in home and community-based care, be personable and enjoy triaging situations to help applicants move through the enrollment process of becoming a provider and demonstrate a clear understanding of absolute confidentiality in regard to background checks and other confidential data.
Human Resources will assess your application to determine if you are minimally qualified using the following recommendations: Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.
Equivalent to the possession of an Associate of Arts degree with major course work in social work, vocational rehabilitation, human resources management, health, physical or occupational therapy or a closely related field;
AND
One (1) year of experience in an administrative or staff capacity performing social work, vocational rehabilitation, human resources management, in-home provider registry, physical or occupational therapy, or health related functions.
NOTE: The above qualifications are typically accepted ways of obtaining the required knowledge and skills. Other Requirements: Possess and maintain a valid California Driver's License or be able to arrange for personal transportation from one location to another during and as part of carrying out duties and responsibilities of this position.

The County of El Dorado is recruiting applicants for IHSS Public Authority Registry/Training Specialist . This recruitment will establish a list for the purpose of filling current and future full-time vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
