    Minimum Qualifications

    NY HELPS Qualifications:
    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

    To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

    Program Research Specialist Trainee 1, SG-14:

    A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics**, research methods, or statistics.

    Program Research Specialist Trainee 2, SG-16:

    A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics**, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data.

    Program Research Specialist 1, SG-18:

    Either 1. A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics**, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

    OR

    2. A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, *mathematics, research methods, or statistics AND one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

    *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    ** For the purposes of this examination qualifying mathematics courses will include actuarial science, finance, and mathematics.

    Advanced placement to the trainee 2 or SG-18 level may be possible depending on education and experience and subject to agency approval.

    COMPETITIVE QUALIFICATIONS:

    Reassignment Qualifications:
    You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive or 55-b/55-c service as Program Research Specialist 1, SG-18.

    Eligible List Qualifications:
    Candidates may also be qualified for permanent competitive appointment if reachable on the Professional Careers Oportunities eligible list.

    55-b/c Qualifications:
    This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

    Duties Description

    The Program Research Specialist 1, SG-18, is assigned to the Division of Environmental Stewardship and Planning’s Statistical Analysis Section and reports to Program Operations Specialist 2, SG-23.

    The core functions of the DESP Planning and Analysis Bureau include obtaining, maintaining, and interpreting descriptive statistics about the State Park System. The bureau collects data such as park attendance and revenue on a statewide, park and activity basis; information about park users (demographics);performs subject specific data collection (surveys; camping, golf, marina, trail user data; visitor satisfaction ratings; and activity participation. The bureau is also responsible for maintaining various databases and producing reports about individual state parks and the state park system.

    The Program Research Specialist 1’s duties, include but are not limited to:

    • Works with business units to develop and build models in support of analytic use cases.
    • Reviews and suggests improvements to current or planned systems and processes.
    • Conducts surveys
    • Performs data extraction, aggregation, and quality checks from multiple sources and tables in support of trend identification and root cause analysis.
    • Formats raw data, performs preliminary analysis, proofs data and reports, and implements quality control measures.
    • Documents studies and preliminary analysis performed.
    • Compares disparate datasets produced by other State Park staff to determine similarities, differences, and trends, such as attendance, revenue, or water quality results year-over-year.
    • Conducts economic or market analysis in support of capital and planning projects.
    • Summarizes results into accurate and informative reports of dat analysis to be provided to agency staff.
    • Collaborates with staff to develop business innovative solutions

    Additional Comments

    Preferred Experience:
    • Software experience in:
    o IBM SPSS, R or equivalent statistical software package
    o Microsoft Access and Office (Word, Excel, Outlook, and Power Point), Forms, Power Automate.
    • Use of web-based survey applications such as Survey Monkey and/or Survey123 is required.
    • Work knowledge and use of Adobe Creative Suite (In Design, Photoshop, Illustrator and Acrobat Pro), ArcGIS (ArcGIS Desktop or ArcGIS Pro) and ArcGIS Online are considered helpful.
