    About the Department

    Position Duties

    The San Jose Police Department's Bureau of Technical Services is seeking an experienced Division Manager to lead its Project and Portfolio Management efforts. This role is essential for driving technology initiatives, overseeing project execution, and managing a diverse portfolio of projects that directly support SJPD's 24/7 operations. Reporting to the Deputy Director of the Bureau of Technical Services, the Division Manager will lead a high-performing team responsible for advancing SJPD’s technical capabilities, ensuring operational efficiency, and providing reliable, critical services.

    San Jose's technology leadership emphasizes a "player-coach" model—combining technical expertise with strong team-building skills. The Division Manager will be a key contributor to SJPD’s mission, shaping the portfolio and project management practices that enhance law enforcement efficiency and public safety.

    Responsibilities
    The Division Manager will work closely with the Department’s Executive Team and Systems Development Division and manage an annual portfolio of 75+ projects and 40+ critical systems essential to SJPD operations. Key responsibilities include:
    • Ensuring successful project and portfolio management for impactful law enforcement technology initiatives.
    • Delivering high operational value through expert lifecycle management of the department’s technology assets.
    • Promoting a culture of innovation to enhance 24/7 operational support and drive advancements in law enforcement capabilities.
    Primary Duties
    • Deliver value through comprehensive portfolio and project management strategies.
    • Establish and enforce best practices for project lifecycle management tailored to law enforcement requirements.
    • Develop and manage strategic plans, budgets, architectures, and roadmaps that support 24/7 law enforcement functions.
    • Hire, coach, mentor, and evaluate project and product managers within the Bureau.
    • Collaborate with law enforcement leaders, technical experts, and vendors to achieve operational objectives and address challenges.
    • Monitor and communicate key performance metrics to departmental stakeholders, keeping them informed of project status and portfolio health.
    • Apply governance processes to maintain project alignment, stakeholder support, and prevent major project setbacks.
    • Balance competing technical and staffing resources to ensure the consistent, efficient delivery of projects supporting law enforcement needs.
    Immediate Work Priorities (Next 18 Months)
    • Tracking current projects and updating forecasts for future technology changes
    • Implementing Business Process Automation
    • Supporting Development Services tailored to SJPD's needs
    • Preparing technology budget proposals
    • Refreshing emergency management technology for robust readiness
    • Expanding IoT platforms, infrastructure and exploring leading-edge national technology initiatives
    Success will be measured by meeting cost, schedule, scope, quality, and customer satisfaction targets, with a particular focus on supporting law enforcement objectives.

    Key Success Factors
    To succeed, the Division Manager must foster a cohesive, innovative, and service-oriented team; form effective partnerships within SJPD; and ensure a high level of customer service in law enforcement technology projects. The Division Manager will utilize both agile and waterfall methodologies, along with Objectives and Key Results (OKRs), aligning projects with SJPD’s strategic goals.

    Minimum Qualifications

    Education and Experience

    Bachelor ’ s Degree in a closely related field and six years of progressively responsible directly

    related experience, including three years of supervisory experience.

    Required Licensing (positions in this class may require one or more of the following):

    Valid CA Driver ’ s License

    Background
    Submit to a personal background investigation as required by the Police Department.

    Desirable Qualifications/Certifications
    Project Management Professional (PMP)
    Portfolio Management (PfMP)
    Technical Experience in a law enforcement agency

    • In-depth knowledge and experience in portfolio, project, and product management within a public safety or law enforcement setting.
    • Proficiency in agile, waterfall, DevOps, DataOps, SecureOps, and Enterprise Architecture frameworks.
    • Expertise in managing the end-to-end lifecycle of law enforcement technology initiatives, ensuring they align with departmental goals and provide high value.
    Leadership - Leads by example; demonstrates high ethical standards; remains visible and approachable and interacts with others on a regular basis; promotes a cooperative work environment, encourages and rewards risk-taking, allowing others to learn from mistakes.
    • Proven ability to build, develop, and manage a strong team through effective hiring, coaching, performance management, and development strategies.
    • Skilled at setting and achieving clear, measurable goals that align with SJPD’s operational objectives.
    • Exceptional communication skills for engaging with technical and non-technical stakeholders at all levels of the organization.
