    Job Description and Duties

    Under the general direction of the Branch Chief (Staff Services Manager III) of the Climate Investments Branch of the Division of State Financial Assistance (DSFA), the Housing and Community Development Specialist (HCDS) II is independently responsible for conducting complex research, development of program policy recommendations, drafting program guidelines,pr eparing complex Notices of Funding Availability (NOFA), funding applications, and other program materials, and analysis of programmatic and housing data within state funded affordable housing and infrastructure funding programs. The HCDS II serves as a subject-matter expert resource to staff and leadership, working collaboratively in the unit to lead program design and implementation efforts.

    Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

    Statement of Qualifications (SOQ)
    Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to a formal interview. Resumes, cover letters, or any other documents cannot substitute the SOQ. When completing the SOQ, number your responses, include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Your SOQ should not exceed two pages, single-spaced, Arial 12-point font and address the following:

    1.Based on the Desirable Qualifications and Duty Statement, please describe how your education, training, and work experience prepare you for this position.

    2.Describe your experience working collaboratively across interdisciplinary teams, especially with people who have different responsibilities, deadlines, and areas of specialization.Describe your role, and how you ensured the team’s success.

    3.Describe your experience conducting research, collecting and analyzing programmatic and housing data to develop program policy recommendations for privately or publicly funded grant programs. Describe specific policy documents you have drafted, edited, or authored.

    • Experience interpreting and applying Federal, State, and local laws, and statutes, regulations, or programs relating to housing, community and economic development, transportation, and local planning to develop policies that address climate focused housing, equity, and transportation issues.
    • Experience analyzing policy and data and presenting ideas and information effectively both orally and in writing.
    • Experience providing technical assistance and expert consultation, in one or more of the following: housing development, transportation infrastructure, housing finance, economic and community development.
    • Experience planning, organizing, and carrying out aspects of a housing or community development related project of significant impact, scope, or complexity.
