Applications will be reviewed by County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area. Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee.
Applications will be active for six months. If you are hired for extra help and you complete a work assignment and then if you wish to be employed again, you must resubmit an Extra Help application online.
There are no benefits associated with extra help positions. Current vacancies are with the Tulare County Health and Human Services. Typical DutiesInterview clients at home, over the telephone, or in the office to assess health, mental health and/or social services needs. May assist professional staff with the less complex aspects of case management. Make referrals to community resources and assist clients in accessing services. Prepare case narratives; maintain manual and electronic case records. Develop public information and education materials for use by clients. Provide parent/caretaker education by teaching and demonstrating appropriate child-rearing skills.Arrange and present community service provider orientation for assigned program.Provide instruction in household management, inclusive of budgeting, nutrition, food preparation and housecleaning.Work closely with various community organizations and agencies; serve as an advocate for client/patient access to departmental and community resources.Read, complete forms and explain information to clients or care providers regarding social services programs and other resources available to maintain client safety. May respond to a large volume of calls on a daily basis in a call center environment. Maintain consistent client contacts in a home setting by performing home visits. Transport clients to various appointments or activities. Supervise and mentor clients during approved visitations or activities. Attend instructional training programs to keep apprised of applicable rules, regulations or laws. Complete trainings and attain certifications for effective application of evidence-based assessment tools related to duty assignment. Research requests, problems and complaints and initiate appropriate action to resolve service issues. Minimum Qualifications Education: - Equivalent to completion of the twelfth (12th) grade.
Experience: Knowledge of: - Office procedures and practices to include computer usage.
- Interviewing and information gathering methods and techniques.
- Basic math and record keeping methods and techniques.
Skill/Ability to: - Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Learn and integrate parenting assessment into supervised visitation services for families.
- Prepare or complete various forms, reports, records, correspondence and other documents.
- Conduct an interview in order to gather information and tactfully handle sensitive and difficult situation.
- Learn to evaluate assessment results in order to identify areas of notable improvement and development of objective recommendations.
- Work effectively as part of a multi-disciplinary team.
- Communicate concisely and effectively both orally and in writing.
- Organize and maintain work assignments including detailed information on individual cases.
- Write clear, and concise reports, case narratives, and other correspondence.
- Input and retrieve data from computerized tracking systems.

License or Certificate: - Possession of, or ability to obtain, an appropriate, valid California driver's license.
DESIRABLE EMPLOYMENT STANDARDS
Education: - Graduation from an accredited college with an Associate Degree.
Experience: - One (1) year of full-time, volunteer or personal experience involving extensive public contact in a health, mental health or social service setting performing duties such as in-depth interviewing, or determining eligibility for publicly or privately financed health benefits, housing, financial assistance, counseling or social services.
Skill/Ability: - To speak, read and write fluently in a designated second language/ as well as in addition to English.
