    DEFINITION:
    Has immediate charge of a Mental Health section within the Department of Mental Health.

    CLASSIFICATION STANDARDS:
    Positions allocable to this classification report to a Medical Director, District Chief, or Deputy Director and have full technical and supervisory responsibility for a small program or a unit within a larger program. These positions work independently under general supervision and have administrative responsibilities including budget preparation and control for the program or unit. Incumbents ensure the proper selection and application of principles and methods of psychiatry and general medicine. Some positions also assist in providing training and participating in educational programs in order to maintain the highest standards of psychiatric and medical care and treatment. Incumbents also participate in and assist in the coordination of directed clinical research.

    Essential Job Functions

    Directs patient care with a caseload of more complex clients.

    Performs administrative responsibilities which include such duties as budget preparation for the section, determining equipment and supply needs, personnel responsibilities, developing and revising work procedures to expedite workload or improve level of service, and screening work.
    Formulates policies and plans and directs the programs and medical work of the section or assists in such activities for a division of a medical department.

    Examines, diagnoses, and prescribes treatment for patients and reviews the care prescribed by staff physicians, resident physicians, and interns.

    Participates as a member of a collaborative professional team in the training program of interns and resident physicians.

    Evaluates the performance of assigned health care staff and makes recommendations for appropriate action.

    Participates in directed clinical research; directs and coordinates the work of the section with that of other medical and paramedical services.

    Confers with consultants regarding care of patients and medical and diagnostic work performed, coordinating the work of consulting physicians with the work of the section.

    Supervises the maintenance of records and the compilation and preparation of reports.

    Requirements

    SELECTION REQUIREMENTS:

    TRAINING AND EXPERIENCE:
    Completion of a residency approved by an American Specialty Board in Psychiatry -AND- Three years of experience in medical practice, post residency training, teaching, or investigative work.

    LICENSE:
    California State Physician and Surgeon's Certificate authorized by the Board of Medical Examiners of the State of California.
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    2 - Light: This class includes administrative and clerical positions requiring light physical effort, which may include occasional light lifting to a 10 pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.

    Special Salary Information:
    Additional Compensation Bonus:
    5.5% for assignment in a Sheriff's County Jail mental health facility
    5.5% for AMA Board Certification in Psychiatry
    5.5% for continuous assignment at LAC High Desert Health Systems (Palmdale/Lancaster

    Should an employee who was advanced to the recruitment rate transfer out of the Antelope Valley Clinics or Jail Mental Health Services, he or she will be returned to the step rate that otherwise would have been held on the basis of seniority in the Supervising Mental Health Psychiatrist position.

    Desirable Qualifications:

    Clinical and administrative supervisory experience.

    Experience treating a broad range of patient populations (e.g. age, diagnosis, culture/ethnicity) in a broad range of treatment settings.

    Experience in academic teaching and training.

    Experience in the development and implementation of mental health programs.

    Sub-specialty psychiatric training and certification in child & adolescent/geriatric/addictions.

    Board certification in general psychiatry issued by the American Board of Psychiatry and Neurology.

    EXAMINATION CONTENT

    This examination will consist of an evaluation of experience and desirable qualifications based upon application information, weighted 100%.

    Candidates must achieve a passing score of 70% or higher on the weighted part of this examination in order to be placed on the eligible register.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

    SPECIAL INFORMATION:

    All County workforce members must be fully vaccinated against COVID-19 as a condition of employment.
