    Job Summary/Objective:

    Performs difficult, equitable, and complex professional work applying high-performance practices in an inclusive team environment. Coaches, facilitates, and supports staff in the delivery of equitable, trauma-informed, evidence-based services. Responsible for program advocacy on agency, community, and state levels.

    Supervisory Responsibilities:
    • Supervises professional social work and support staff engaged in Child Protective Services, In-Home and Family Engagement Services, and Foster Care, Independent living, and Adoption Services.

    Essential Functions:
    • Provides direct supervision of staff in the delivery of specialized trauma-informed and family-centered services to families involved in complex mandated child welfare programs designed to ensure child safety, well-being, and permanency.
    • Exercises independent judgment to make difficult and potentially life-altering decisions regarding child safety and permanency involving complex policy interpretation and law that impact worker, agency, and/or county liability.
    • Assigns, opens, and closes cases. Plans and reviews all casework including service plans, court reports and case documentation to ensure the safety and well-being of the child and family and to ensure compliance with local, state, and federal policies and practices.
    • Utilizes key performance indicators, data analytics, and qualitative review to ensure quality service delivery, that required performance and outcome metrics are met and to identify and advocate for needs related to program development.
    • Exercises fiscal stewardship while authorizing funding for services, providing oversight for purchases of services, and monitoring of service expenditures; maintains expansive knowledge of local resources; identifies social problems and service needs; advocates for the development of needed community resources; responds to inquiries regarding services offered; responds to concerns and complaints regarding program policies and practice.
    • Responsible for performance management, workforce development, and staff retention including coaching, on-boarding, assessing professional development needs, providing training, evaluating staff performance, advocating for staff well-being, fostering resilience to help staff manage secondary traumatic-stress, cultivating an inclusive team culture, and recommending personnel actions including hiring, advancement, and discipline.
    • Provides on call supervisory consultation for Child Welfare Staff after hours and on weekends for emergencies involving the abuse/neglect of children or situations requiring immediate attention regarding children in the custody of the Department of Social Services. Provides direct back-up assistance as needed.
    • Collaborates extensively with community partners, other LDSSs and state officials to ensure effective service delivery and address areas of unmet need. Serves on state, regional, or local committees or task forces in specified program area, serves on agency management teams.
    • Performs other tasks as required.

    Competency: Knowledge/ Skills/Abilities:

    Thorough knowledge of:
    • Philosophies, objectives, practices and techniques of social work and counseling.
    • Current social, economic and health problems.
    • Principles and practices of effective supervision.
    • Techniques and means of interviewing counseling and investigating.
    • Principles and techniques of child welfare, family services, public assistance or protective service work.
    • Policies, procedures and regulations relating to various child welfare service programs.
    • Funding sources for child welfare services, including the Comprehensive Services Act.
    • Programs, laws and procedures of public assistance programs of the area of assignment.
    • Legal/judicial process relative to area of assignment.
    • Community resources for social services.

    Ability to:
    • Plan, organize, assign and supervise the work of social work and support staff and to train, evaluate, lead and develop subordinates.
    • Communicate complex ideas effectively, orally, and in writing.
    • Establish and maintain effective working relationship with clients, officials, employees and various parties to cases.
    • Work effectively with others in teams.
    • Analyze situations to make sound judgments within the framework of existing laws, policies, and regulations.

    Skill in:
    • Operating personal computer and associated software.

    Required Education and Experience:
    • Minimum of a bachelor’s degree in a Human Services field or minimum of a bachelor's degree in any field and a minimum of two years of appropriate and related experience in a Human Services area.
    • Considerable experience in assigned program area/human services programs and completion of required training programs.
    • Additional requirement of supervisory experience or work experience in a leadership role and considerable experience in human services programs or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
    • Workers in this position are required to drive and they must meet the eligibility requirements of the County’s safe driver policy. Workers must be willing to travel occasionally overnight and may be required to assist in managing emergency shelters for the public. Must be willing to work beyond regular working hours and be on call. The candidate may be subject to criminal history and central registry background checks.

    Preferred Qualifications/Certifications:
    • Possession of a BSW or MSW or related master’s degree and a Commonwealth of Virginia Social Work license or other clinical license are preferred.

    Physical and Mental Requirements:
    • Work is typically performed in an office setting with occasional extended periods of time at a computer terminal.
    • Some travel for meetings within the County and occasional travel beyond the County for training or meetings is required.
    • Frequent contacts with state and local agencies requiring use of tact in dealing with sensitive, controversial and confidential material.

    Remote Work:

    This position is not eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

    The Salary Range:

    The hiring range for this position is $39.64 - $45.90 per hour (approx. $82,443 - $95,464 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
