    The Regional Executive Officer (REO), Western Region, is responsible for providing guidance and support to the Western Region providers which includes the Northwest and Southwest regions ( map here ), local stakeholders, facilities, and community operations staff. Reporting directly to the Deputy Director for Community Operations, located in central office, the REO is the primary link/extension to coordinating DMH strategic directions in their region. This includes understanding multiple, complex programs each requiring distinct sets of knowledge, skills and abilities. Program support consists of implementation of policy, facilitating facility to community transfers, constituent consultation, EMT follow up, answering provider questions and review of program implementation. This is an opportunity to assist in improving internal processes, program operations, client satisfaction and positive outcomes with provider organizations.

    Responsibilities:

    • Meet with contracted providers, community leaders, community stakeholders, local Governmental agencies, legal entities, schools, consumers, and others to provide education about DMH services, gather information on gaps and areas of need, facilitate discussions on how best to address gaps and needs and communicate these with local team and Central Office.
    • Provide and/or facilitate obtaining technical assistance/support to agencies.
    • Review/evaluate Event Management Tracking for all contracted adult and youth providers in the region, assisting the CACO and C3O in decision making for referrals to the investigations unit as required. Request/review provider death reviews, making recommendations as appropriate.
    • Review Office of Constituent Services complaints and ensure recommendations/follow up occurs as necessary.
    • Participate in organized workgroups and trainings pertaining to Behavioral Health initiatives.
    • Attend monthly meetings and coordinate closely with DMH forensic services to aid in client transitions into the community.
    • Review agency allocation transfer requests and SCL funding use with CACO/C3O
    • Facilitate with CACO and C3O the development, implementation, and evaluation of new and/or revised DMH Adult, Children, Youth, and Adolescent programs, services, and initiatives, ensure coordination with Central Office for alignment to Division priorities.
    • Request, evaluate and monitor plan of actions for providers as necessary.
    • Work closely with staff on professional development and to create a strong team environment.
    • Other duties as assigned.


    Required skills:

    Applicants must be well organized and able to successfully manage multiple work priorities. This position requires existing knowledge of, or the development of expertise around EMT process, facility to community transitions, DBH programs, including but not limited to Community Psychiatric Rehabilitation and Comprehensive Substance use Treatment and Rehabilitation programming. Professional oral and written communication skills are essential. Sound judgement and strong independent decision-making skills are needed to be successful in this role. Ability to bring teams together and work well within the team is critical. Supervisory experience is required.

    Eligibility:

    A bachelor’s degree in social work, psychology, counseling, or related field and/or four or more years of professional experience in the specified mental health/substance use fields. A master’s degree is preferred.

    This position is located in the Western Region, Missouri and directly reports to the Deputy Director of Community Operations.

    Salary up to $118,000 annually, commensurate with education and experience.

    This position requires travel with a potential for overnight stays.
