    Description

    Coordinates and leads contract change and document control activities for major capital projects. This position supervises, coordinates and performs the tasks and activities of the CAD ( Computer-Aided Design) group within Metro Systems Engineering Department. Coordinates and leads development of engineering drawings using CAD, and supports configuration control of asset management such as as-builts.

    Examples of Duties

    • Prepares, revises, and updates complex engineering and architectural drawings, plans, and blueprints using manual and CAD (Computer-Aided Design) methodologies
    • Reviews and inspects drawings for compliance with Metro requirements and approved specifications; revises engineering and architectural drawings to incorporate approved design changes
    • Performs complex engineering-related mathematical calculations
    • Prepares material costs and quantity estimates on projects based on engineering drawings
    • Distributes incoming submittals, requests for information (RFI), and correspondence for review and comments
    • Coordinates and maintains operational schedules, both internal and external, and logs chronology of project events
    • Reviews proposed document changes and sends out to project team for review and approval
    • Receives change worksheet from Contact Administrator with any associated documents; inputs information into the change management system
    • Verifies and completes administrative closeout of projects
    • Maintains, updates, and trains staff and consultants in Change Control policies/procedures, related software, and computer systems
    • Conducts and recommends specialized training of personnel in CAD and related software programs
    • Assists in establishing policies and procedures for contract changes, document control, and record management
    • Oversees, monitors, and coordinates work of consultant Change Control staff on numerous contracts
    • Reviews contracts, documents, and records for compliance with policies and procedures
    • Acts as liaison between consultants and Metro staff regarding Change Control activity
    • Recommends improvements in contract changes, document control, and record management policies/procedures, related software, and computer systems
    • Coordinates the approval process for changes to contracts and documents
    • Prepares and presents various reports, presentations, minutes, and records regarding contract change issues
    • Participates in and makes presentations at internal meetings and project briefings
    • Works on projects to increase amount of information recorded and efficiency of storage and indexing data
    • Administers Change Control Boards
    • Coordinates consultant contract change activities
    • Leads related committees and task forces as needed
    • Leads, oversees, mentors, and motivates assigned staff
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Business, Public Administration, or other related field


    Experience
    • Three years of relevant experience in configuration management


    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

    The following are the preferred qualifications:

    • Experience performing and utilizing AutoCAD, Revit, and MicroStation in rail systems projects.
    • Experience auditing CAD drawings for compliance with public agency standards.
    • Experience developing CAD designs for rail systems projects such as standard and directive drawings for a public agency.
    • Experience managing and archiving rail assets including record as-builts and standard drawings and other technical references.
    • Experience utilizing asset or configuration management tools such as Revit.
