    Job Description and Duties

    Under general direction of the Homekey Section Chief (Staff Services Manager II). of the Program Design and Implementation (PDI) Unit of the Division of State Financial Assistance (DSFA), the incumbent serves as a highest-level technical expert and advisor which has responsibility for activities and projects of the greatest scope, impact, and sensitivity. The incumbent conducts high-level research, assessment of housing needs, collection and analysis of programmatic and housing data and development and implementation of program policy, regulations and program guidelines within the policy areas of homelessness and affordable housing finance for consideration by DSFA management and HCD’s executive staff.

    Homekey + is being funded by the passage of California's Proposition 1, which voters approved in March 2024. This is a highly anticipated program. The program was based on the success of the Homekey program that created more than 15,000 units of housing in just over 4 years.     Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

    Statement of Qualifications (SOQ)

    Please describe your experience in housing or homeless policy development and program implementation. Include how you have used project management tools, interpreted statutes and regulations, and analyzed information.

    • Knowledge of affordable housing finance.
    • Experience in policy and/or program development, particularly designing and implementing new, fast moving, and high visibility programs.
    • Ability to effectively and regularly present to a broad range of audiences, including executives.
    • Excellent project management including the ability to track and report out complex tasks.
    • Advanced Excel proficiency.
    • Experience providing technical assistance and training to internal and external stakeholders.
    • Ability to be nimble as priorities shift.
    • Policy, procedure, regulation, guideline, and grant/contract development experience.
    • Orientation toward action and solutions, including deep analysis and creative solutions.
