    ABOUT THE POSITION

    The Principal Emergency Management Coordinator - Resilience Officer supports the Marin County Office of Emergency Management (OEM) and reports to the Director of Emergency Management. The Resilience Officer is responsible for supervising staff and has a high level of independence in program development and oversight. This position manages and coordinates emergency management activities that enhance community and organizational resilience; develops and manages the County’s Continuity of Operations Plan and the Operational Area Long-Term Recovery Plan; coordinates private sector emergency support, the activities of Voluntary Organizations Active in Disaster (VOAD) and supports the Community Resilience Teams withing Health and Human Services; and serves in rotation as the Emergency Operations Center Director during emergencies.

    The Resilience Officer will use a high level of independence, initiative and authority in decision making and interpretation of policies, procedures, and guidelines. Incumbents apply advanced knowledge and skills in assigned areas of emergency management services such as emergency operations and/or mitigation plans, recovery response, and community resilience. The incumbent will have regular contact with government officials, outside agencies, the public and community groups.

    Assignments include serving as part of an emergency operations management team which may require working outside of normal business hours including periods of extended duration, nights, weekends, and on-call shifts; and traveling to various training and meeting locations, disaster areas or off-site emergency operation centers.

    This is a four (4) year fixed-term position. This position is budgeted for four (4) years. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

    ABOUT YOU

    Our Highly Qualified Candidate: The highly qualified candidate exercises initiative, judgment and expertise in the performance of their duties, digs beneath the obvious to get at the facts, even when not asked to do so, creates opportunities or minimizes potential problems by anticipating and preparing for these in advance. The ideal candidate makes appropriate, effective and quick decisions on a wide variety to matters, evaluates alternative courses of action and makes decisions under pressure during a disaster and emergency situations.

    A substantial amount of the candidate’s experience will be the ability to determine emergency service and disaster preparedness program objectives, priorities, and approaches as well as formulating and implementing county-wide emergency mitigation, response and recovery plans. The ideal candidate will have experience as a supervisor including planning, directing, and reviewing the work of staff; instructing staff in work procedures; and providing input into selection, work evaluation and disciplinary decisions. The ideal candidate will possess experience in understanding, interpreting and explaining related laws, regulations and policies.

    The ideal candidate will also have experience serving within or in close coordination with a city or county emergency operations center and manager community-based programs or services. The ideal candidate will demonstrate the ability to effectively communicate and maintain successful working relationships with local public agencies, county personnel and members of the public. Additionally, they will have the ability to establish and maintain effective working relationships with staff at all levels of the organization and people from broad and diverse backgrounds. Lastly, the ideal candidate thrives in a team environment and is welcoming and client focused.
    QUALIFICATIONS
    Knowledge of:
    • The principles and practices of emergency services administration, program development and evaluation, community alert and warning, and resilience planning.
    • Best practices for the development and maintenance of a countywide Long-Term Recovery Plan.
    • Associated and supporting entities and their roles in emergency response: Volunteer Organizations Active in Disaster (VOAD), nonprofit organizations, and the private sector.
    • Continuity of Operations Plans for large organizations.
    • Applicable local, state, and federal laws and regulations related to emergency planning, preparedness, and safety.
    • Public relations practices to maintain effective relations with community partners, government officials, and the general public.
    • Emergency response and disaster preparedness systems including, but not limited to the California Incident Command System (ICS) and State Emergency Management System (SEMS).

    Ability to:
    • Develop emergency service and disaster preparedness program objectives, priorities, and approaches. Formulate and implement county-wide emergency mitigation, response, and recovery plans.
    • Plan, direct and review the work of staff; instruct staff in work procedures; provide input into selection, work evaluation and disciplinary decisions.
    • Establish and maintain working relationships with a diverse group of partners and stakeholders.
    • Communicate effectively both verbally and in writing, including public speaking.
    • Manage agreements, contracts, grants, and resource allocation.
    • Lead multiple departments in developing a unified COOP.
    • Understand, interpret, and explain related laws, regulations, and policies
    • Make appropriate, effective, and quick decisions on a wide variety of matters; evaluate alternative courses of action and make decisions under pressure during a disaster and emergency situations.

    MINIMUM QUALIFICATIONS

    Any combination of education, training, and experience that would provide the required knowledge and abilities. A typical way to qualify is with major coursework and/or training in emergency management, public safety, business, law, public administration, or a field closely related to the work and four years of experience managing and coordinating emergency related activities, programs, and/or services. One year of experience must have been in a lead or supervisory capacity. Experience serving within or in close coordination with a city or county emergency operations center and managing community-based programs or services is desirable.

    CERTIFICATIONS & LICENSES

    Possession of a valid California Class C driver’s license and a satisfactory driving history as obtained from the Department of Motor Vehicles is required.

    Failure to obtain a valid California Class C Driver’s license by the time of appointment to the position and/or failure to retain such certification and licenses during employment will result in the termination of employment.
