    Introduction

    THIS IS A PROMOTIONAL EXAM - YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY

    Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service byMonday, December 2, 2024. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

    DESCRIPTION

    ABOUT THE ALAMEDA COUNTY SHERIFF'S OFFICE

    The Alameda County Sheriff's Office is a full-service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) for its law enforcement services, its Regional Training Center, and its Dispatch Unit; the American Society of Crime Laboratory Directors Laboratory Accreditation Board for its Crime Lab; the Bomb Squad Commanders Advisory Board for its Explosive Ordinance Unit. Additionally, the agency's health care provider, Wellpath, has experience working with the National Commission on Correctional Health Care (NCCHC).

    The Sheriff's Office has a current budget of approximately $600 million and has over 1700 authorized positions, including in excess of 1000 sworn personnel. The agency's Chief Executive Officer is Sheriff / Coroner Yesenia L. Sanchez, who is assisted in the operation of the agency by Undersheriff April Luckett-Fahimi, Assistant Sheriffs Emmanuel Christy and Daniel McNaughton.

    The Sheriff of Alameda County is responsible for a vast array of tasks and duties, including the following:

    • Providing security to the Consolidated Superior Courts
    • Operating the Coroner’s Bureau
    • Operating a full-service criminalistics laboratory
    • Performing Civil Process
    • Operating the County Jail (Santa Rita)
    • Operating the County Office of Emergency Services
    • Providing patrol and investigative services to the unincorporated areas of Alameda County
    • Pursuant to contractual agreements, providing patrol and investigative services to the City of Dublin, Oakland International Airport, Highland County Hospital, Social Services, and to the Alameda-Contra Costa Transit District
    • Conducting a basic academy pursuant to Police Officer Standards and Training (P.O.S.T.) requirements. [ Sheriff's Academy website ]

    • Project Director of the Narcotics Task Force
    • Serving as the Executive Director of the Sexual Assault Felony Enforcement (SAFE) Task Force
    • Operating a Marine Patrol Unit in the San Francisco Bay waters

    THE POSITION

    This single-position, non-sworn classification is located in the Alameda County Sheriff’s Office and reports directly to the Lieutenant of Support Services. This classification will serve as the Administrator for the Agency’s three (3) CALEA Accreditations (Law Enforcement, Public Safety Training Academy, and Public Safety Communications). The incumbent provides training and direction to agency personnel; coordinates activities related to the CALEA accreditation process; conducts research of policies and procedures, facilitates on-site inspections, gathers information, reviews, and maintains files and makes recommendations for changes to written directives and/or policies and procedures.

    Under general direction, manages, coordinates, organizes, and oversees the centralized Agency’s Commission on Accreditation for Law Enforcement Agencies (CALEA) Accreditation program and requirements to ensure adherence and compliance by the Alameda County Sheriff’s Office; supervises subordinate staff; and performs other related work as assigned.

    MINIMUM QUALIFICATIONS

    Education :

    Possession of a bachelor’s degree from an accredited college or university (180 quarter units or 120 semester units) with major coursework in Business Administration, Public Administration, Public Policy, Law, Criminal Justice, or a closely related field.

    AND

    Experience:

    The equivalent of three (3) years of full-time para-professional level experience involving the development and creation of policy documents, conducting complex research and analysis, or working with regulations and laws related to maintaining a compliance program at a private or public agency. Experience in accreditation, law enforcement, or criminal justice setting is preferred.

    Substitution :

    The equivalent of three (3) additional years of full-time experience as outlined above may be substituted for the education on a year-for-year basis.

    Special Requirements :

    A thorough background investigation will be conducted on all prospective candidates. All candidates must possess a valid California State Motor Vehicle driver’s license. May drive a county or personal vehicle to attend meetings. NOTE : The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of :

    • General accreditation policies and procedures.
    • Management principles and practices, including planning, evaluation, and resource allocation.
    • Planning, research, and analysis techniques and procedures.
    • Practices and principles of public administration.
    • Various computer applications.
    • Principles of administrative analysis.
    • Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation standards and processes.
    • Principles and practices of employee supervision.


    Ability to :

    • Work with all components of the agency to ensure CALEA accreditation compliance and agency responsiveness.
    • Conduct research, analyze findings, prepare, and present clear and precise recommendations and reports.
    • Establish and maintain cooperative and effective working relationships with sworn, professional, and support staff.
    • Collect, compile, analyze, and summarize varied information, consider alternatives, and reach sound conclusions.
    • Comprehend and make inferences from legal and administrative written materials.
    • Review documents for completeness, accuracy, appropriate authorization, and compliance with regulations and procedures.
    • Prepare clear and accurate reports, correspondence, procedures, and other written materials.
    • Represent the agency in meetings with others.
    • Organize and prioritize work to meet critical deadlines.
    • Exercise sound judgment within established guidelines, policies, and procedures.


    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    1) A review of applications and supplemental questionnaires to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.

    2) An oral interview which will be weighted as 100% of the applicant's final examination score. The oral interview may contain situational exercises.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars."
