    Description

    Under direction, organizes, supervises and assists with all required combination inspection activities which may include structural, electrical, plumbing, mechanical, energy, green building, occupancy, and/or zoning inspections of new and existing business, industrial, residential and miscellaneous structures throughout the City, in all phases of construction, alteration and repair, to ensure compliance with municipal, state and national building codes and laws; establishes performance standards and supervises subordinate staff.

    Essential Functions Include But Are Not Limited To

    • Assigns, schedules, trains, supervises and evaluates assigned inspection and support staff.
    • Reviews plans and performs on-site inspections especially those of the more difficult or complex projects that may be comprised of all building disciplines.
    • Reviews and evaluates operating procedures of the section and recommends changes to increase productivity and efficiency.
    • Organizes and conducts training to ensure uniform and proper application of regulations; advises and assists subordinates with code problems.
    • Explains code provisions, both orally and in writing, to property owners, managers, tenants, developers, contractors, architects, engineers and other interested parties.
    • Mediates and arbitrates disputes between customers and inspectors in order to resolve conflicts.
    • Prepares technical reports and correspondence, often of a confidential nature.
    • Responds to citizen complaints both orally and in writing.
    • Coordinates inspection activities with other inspectors and with City, County and State agencies.
    • Keeps records and prepares reports on workload, performance and productivity indicators.
    • Prepares criminal complaint files; provides pertinent case information to City Attorney to prosecute code violations; may appear in administrative hearings and in court as an expert witness.
    • Conducts special surveys and investigations; prepares comprehensive detailed technical reports with recommendations.
    • Climbs up and down scaffolding and other objects; crawls under buildings and other structures.
    • Utilizes current technology in the normal course and scope of daily duties, including but not limited to permitting and inspection software applications; field hardware such as hand-held computer devices; communications software and devices; and information systems that integrate, store, edit, analyze, share and display geographic information.
    • Maintains up-to-date and accurate records.
    • Performs other functions as assigned.


    Minimum Qualifications

    Five years of experience as a journey level, or as a lead or superintendent in building construction or construction inspection activities, or three years of inspection experience for a public agency; or any equivalent combination of experience which provides the following knowledge, skills and abilities.

    DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of : current codes, laws, ordinances, rules and regulations pertaining to building construction; current materials and methods of building construction; principles and techniques of inspection work; standard practices used in construction; principles and techniques of inspection work; supervisory principles and practices; current modern standard office software applications such as but not limited to Microsoft Office Outlook, Word and Excel; and geographic information systems that integrate, store, edit, analyze, share and display geographic information such as Geographic Information Systems (GIS).

    Skill in: the integration, application and utilization of current technology, including but not limited to permitting and inspections software; communications software and devices; the use and application of geographic information systems that integrate, store, edit, analyze, share and displays geographic information such as GIS; the utilization of current standard office software applications such as but not limited to Microsoft Office Outlook, Word and Excel.

    Ability to : organize, schedule, coordinate, supervise and evaluate the work of assigned staff; assist in the development of improved work methods and procedures; review and interpret complex building and construction plans, blueprints and specifications; interpret building codes, regulations and related laws; prepare and present effective oral and written reports; compose correspondence independently; remain calm and professional in all interactions with the public; walk for several hours daily as needed; climb up and down scaffolding, ladders and other objects; bend, stretch, stoop, reach and pull; lift and move objects weighing up to 50 lbs.; remain calm when interacting with irate members of the public; and establish and maintain effective working relationships with staff, city officials, property owners, developers and the general public in a culturally-diverse community.

    SPECIAL REQUIREMENTS

    Possession and retention of a valid California Class “C” Driver’s License is required and is a condition of continued employment in this classification. Possession and retention of one of the following International Code Council (ICC) certifications is required and is a condition of continued employment in this classification:
    • Building Inspector; or
    • Electrical Inspector; or
    • Plumbing Inspector; or
    • Mechanical Inspector; or
    • Combination Dwelling Inspector; or
    • Combination Inspector.

    Additional ICC certification in any inspection discipline, as a Certified Accessibility Specialist (CASp), or as a Certified Building Official, is highly desirable.

    Lifts and moves objects weighing up to 50 lbs.

    SPECIAL WORKING CONDITIONS

    Incumbent must be able to perform office work and construction inspection work involving a moderate amount of physical effort to stand, sit, walk on even/uneven surfaces, often for long periods of time; must ascend and descend ladders/scaffolding; must be able to bend, reach, and kneel; and must be able to lift and move ladders or other objects weighing up to 50 lbs.

    The incumbent is exposed to field and constructions site environments; travels from site to site throughout the work day; operates vehicles during the course and scope of the job duties; and will have extensive public contact.

    The incumbent must be willing and able to work irregular hours including weekends, evenings, and holidays; must be willing and able to work outside and in inclement weather, as needed.

    Oral Interview Examination (Weight of 100%) ( Tentative 12/17/2024 ) will evaluate the candidates' experience, training, education, and abilities in relation to those factors which are essential for successful performance on the job. Candidates need a minimum passing score in order to be placed on the eligible list.

    Based on the number of applications received, the Human Resources Department may waive the oral interview examination and evaluate those applicants who meet the requirements described above through an examination of record. The examination will be based on a review of the application materials submitted and will include an assessment of training, experience and performance with the City of Santa Ana.
