Job Description:OverviewTo assist supervisor and/or Department Head with a wide spectrum of permitting functions with a high degree of accuracy and neatness.
Essential Functions- Performs specialized permit work and schedules and coordinates the day-to-day operation of permitting processes. Monitors and controls the processing of permit applications and the assessment, collection and accounting for appropriate permitting fees.
- Searches files and databases and maintains a variety of source background materials for reports.
- Answers questions and provides advice to public regarding licensing policies, procedures, and regulations.
- Establishes and maintains cross-reference files and establishes file categories.
- Screens visitors, telephone calls and incoming mail, personally answering those inquires that in the employee's judgment do not require the supervisor's attention.
- Operates cash registers, calculators, fax and copy machines.
- Reconciles cash register on daily basis.
- Monitors permits in computer for expirations and notifies customers of expiring permit and reinstates expired permits.
- Issues licenses or permits to qualified applicants.
- Updates operational records and licensing information, using computer terminals.
- Sets up inspections as needed.
- Assists co-workers with other positions when needed. Must learn all functions of the Permitting Division (if position is in Development Services).

Minimum Qualifications- High School or GED
- Two (2) years of general office experience utilizing customer service skills or administrative work within permitting or construction related fields.
- ICC Certification for Permit Technician is required within 6 months.
Job Based Competencies- Intake, track, process and issue all permit applications in accordance with applicable ordinances, regulations and administrative policies.
- Ability to read and interpret floor plans & site plans/surveys and have general construction knowledge.
- Requires excellent people skills and the ability to defuse conflict.
- Requires making decisions that impact the results of co-workers, clients or the City.
- Requires being exact and highly accurate.
- Knowledge of State laws and statutes and City regulations and requirements and able to inform customers and contractors of those laws and requirements.
- Knowledge of permit application process and construction permit requirements.
- Ability to check customers' licenses and insurance and ability to utilize the web sites for relevant information.
- General computer knowledge and efficient use of Microsoft Office Products.
- Working knowledge of modern office procedures, practices, and equipment.
- Knowledge of English, arithmetic, and spelling.
- Knowledge of the operations of City Government.
- Ability to follow complex oral and written directions.
- Ability to maintain complex permitting records and prepare reports from such records.
- Ability to establish and maintain effective working relationships with City Officials, co-workers, and the general public.
- Must have a high degree of clerical aptitude.
ResponsibilityUnder the direction of and responsible to the Department Head or designated representative. Usually no supervision exercised, but may supervisesubordinate clerical personnel or the preparation and completion of various projects as delegated.
Physical RequirementsThis is primarily office work requiring limited physical effort. Position requires visual acuity for reviewing, checking, preparing, and maintaining written and computer files. Incumbent is required to have sufficient hearing to accurately perceive information at normal spoken word levels. Manual dexterity to operate standard office, date entry, and word processing equipment is required.
