    Full-time position available with the Health Department, Environmental Health Division located at 2400 Troost Ave
    Salary Range: $5,173-$7,759/month
    Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

    Responsibilities

    • Applies professional engineering skills and knowledge to moderately difficult engineering projects in connection with the design, construction, extension, inspection, or maintenance of public work projects, transportation, energy, air quality, pollution control, structural, mechanical or electrical or fire protection systems.
    • Performs technical work in design, construction, inspection, preparation.
    • Reviews plans and specifications or systems monitoring but participate in other work tasks requiring comparable professional knowledge and skills.
    • Makes independent judgment in planning work or in making technical decisions occasionally.
    • Work is reviewed by a professional superior through observation, conferences and evaluation of written reports.
    • Plans for technical quality and adherence to departmental standards.
    • Supervises and/or participates in interviewing sales representatives, consulting plant engineers, writing and/or reviewing specifications for the purchase of machines, equipment, air pollution control systems measuring emissions and their impacts.
    • Calculates areas and costs of improvement projects, or distributing individual assessment and other costs for improvement programs.
    • Supervises office engineering sections of the engineering division of the Health, Public Works, Water, Pollution Control, Aviation, Transportation and Parks and Recreation Departments.
    • Processes and develops cost estimates for facilities improvements.
    • Prepares and checks routine and limited preliminary and final plans for air pollution control and mechanical systems, streets, avenues, trafficways, airport runways, and other public works projects and structures as well as water and sewer treatment and system improvements.
    • Performs limited design as well as drafting and computational duties in the office in preparation and final check of plans and specifications for public work projects.
    • Plots profiles and cross sections from field survey notes.
    • Designs water and sewer system improvements and line extensions.
    • Establishes service areas, calculates the size and location of pipes and related appurtenances.
    • Prepares preliminary cost estimates.
    • Supervises the recording of water and sewer line location data on master control maps.
    • Supervises and/or participates in the inspection of buildings and operating systems and engineering construction projects.
    • Checks for conformance with plans and specifications, submits reports on progress of project, materials used and related data.
    • Answers complaints and provides general instructions on major clearing and repair projects.
    • Performs studies of general city operations for the development and application of work standards for production improvement.
    • Designs, directs and participates in energy conservation studies and applied programs.
    • Participates in a variety of traffic studies, analyzes results, designs and implements traffic control program.
    • Performs plan and specification review for conformance to applicable building codes.
    • Performs related duties as required.
    • Reviews and issues construction permits in accordance with regulations, APCP policy.
    • Prepares Part 70 permit documents.
    • Reviews and issues Intermediate and Basic Operating Permits.
    • Conducts annual compliance inspections of local emission sources.
    • Writes inspection reports.
    • Submits reports to state agency.
    • Conducts visible emission training notification of test dates and certification.
    • Grades course tests.
    • Distributes annual Emissions Inventory Questionnaire to local emission sources.
    • Reviews and records annual Emissions Inventory Questionnaires submitted by local emission sources.
    • Evaluates and responds to communications from federal, state agencies, local emission sources.



    Qualifications

    REQUIRES an ABET accredited Bachelor's degree in any professionally recognized architectural/engineering discipline as required by the hiring authority. Must pass a pre-employment drug screen as prescribed by the City.

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
