    MANAGEMENT ANALYST I

    $5,898 - $8,055/Monthly

    The Sheriff 's Office is comprised of the Administration, Corrections and Enforcement Operation Bureaus. The Sheriff’s Office delivers public safety to the residents of Monterey County by providing 24-hour uniformed patrol, investigations, custody services, court security, and law enforcement support.

    The Sheriff’s Office is seeking two highly responsible professional Management Analyst I’s to work in the Compliance and Resource/Re-Entry Program Divisions within the Corrections Operations Bureau. These positions collaborate with various sections within the county jail, external agencies, and community organizations.

    The Compliance Division is responsible for the implementation and adherence to state and federal regulations which emphasizes the importance of fair and humane treatment of all incarcerated persons.

    The Resource/Re-Entry Unit is dedicated to partnering with local community agencies to support incarcerated and formerly incarcerated individuals, promoting their recovery, and fostering self-sufficiency for sustainable lives beyond incarceration.

    The ideal candidate for these positions will exhibit exceptional attention to detail, use independent judgment, and take the initiative in executing their responsibilities.

    This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Examples of Duties

    • Analyzes, researches, gathers and interprets information on a wide variety of management matters such as budgets, legislation, programs, contracts and staffing.
    • Prepares and presents written and oral reports on recommendations, data, impacts, options, strategies and conclusions that are based on analyses.
    • Works closely with managers and other staff within the department and the County to anticipate, obtain and provide ongoing and accurate information.
    • Obtains data/information from internal and external departments and agencies in regard to areas being analyzed such as funding sources, interdepartmental activities, and programs.
    • Make recommendations regarding policies, procedures, organization, operations, programs and other management-related areas.
    • Develops, prepares, modifies and monitors items/areas such as budgets, grants, research projects, and contracts.
    • Interprets policies and procedures to department staff, County employees and external agencies and individuals.
    • Researches, interprets and complies with local, state and federal codes, regulations, laws, policies, procedures and guidelines.
    • Performs other related duties.

    THE SUCCESSFUL CANDIDATE
    Will have a proven track record demonstrating the following knowledge, skills and abilities:

    Working Knowledge of:
    • Basic research techniques.
    • Basic principles of mathematical and statistical analysis, preparation and presentation.
    • Basic principles and practices of public and/or business administration.
    • Report writing.
    • Microsoft Office software.

    • Analyze and interpret data and information.
    • Conduct comprehensive and in-depth research.
    • Identify issues, options and projected outcomes and make recommendations.
    • Prepare and present written and oral reports.
    • Interpret and apply applicable codes, regulations, laws, policies, procedures and guidelines.
    • Coordinate a wide variety of activities.
    • Work independently and in a timely fashion.
    • Communicate effectively orally and in writing.
    • Provide direction to others on projects and activities.
    • Work cooperatively and tactfully with others.


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    Education:Bachelor’s degree in business administration, public administration, social services, political science, education, or a related field.

    CONDITIONS OF EMPLOYMENT
    The required conditions of employment include, but are not limited to the following:
    • Possess and maintain a valid California Class C driver license at the time of appointment and maintain a satisfactory driving record or provide suitable transportation which is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, be subject to holdover and callback duty, and during times of disaster and/or emergency.
    • Some positions may require: Successfully pass and complete a thorough background investigation, which will include a voice stress analysis or similar to a polygraph examination.
    • Some positions may require: Provide a telephone number or means in which employee can be reached.
    • Work in a correctional facility environment.
    • Walk to and from workstations, break room and restroom using walkways in sections of the Corrections Operations Bureau also used by escorted inmates.
