JOB SUMMARY JOB SUMMARY Provides technical and analytical support for the Utilities Department relating to GIS, GPS, enterprise databases, and other department-specific software. Performs quality control checks to ensure integrity of all infrastructure information contained in GIS and the City's Computerized Maintenance Management System (CMMS) databases. Troubleshoots problems, provides technical support, and conducts individual training in cooperation and coordination with the Technology Services group as directed. Monitors adherence to procedures and standards for information data entry to the CMMS and GIS. Conducts, analysis, authors reports, and updates tabular and spatial data. Works to bring department workflow procedures up to current standard and practice.
ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS 1. Implement GIS and CMMS application projects. Read and interpret surveys, cartography, engineering documents, construction plans or drawings, and aerial orthophotography. Produce maps and other representations of spatial data and apply knowledge of principles and practices of mapping, coordinate systems, projections and scale. Effectively produce well designed web maps and apps for field staff use in data collection efforts, as well as dashboards and key performance indicators for management, using the ESRI suite of applications.
2. Creates simple scripts and/or models using Python, for automating repetitive task. Authors basic SQL queries on the CMMS and GIS databases to extract pertinent information. Prepares detailed reports for Public Services special projects and creates templates for commonly requested reports.
3. Assists in Development of standard procedures to create and maintain integrity of Utilities GIS and CMMS databases to include asset information.
4. Works with user groups, vendors and IT staff to identify and resolve hardware and software problems. Troubleshoots CMMS and GIS data information and software applications. Reviews and recommends software and hardware products for future use.
5. Monitors the accuracy of all Utilities database information. Provides training to Utilities employees. Monitors and supports designated personnel in data entry and maintenance of CMMS and other database applications. Maintains or assists in maintaining Utilities and Transportation related GIS data.
6. Miscellaneous:
- Performs site review at project locations as needed.
- Assists in answering customer queries, data requests and providing customer support.
- Facilitates GPS data collection by field staff.
- Attends technical training sessions and commits to ongoing education.
7. Perform any other related duties as required or assigned.

- The position works under direct and general supervision.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS - Bachelor's degree in Geography, Engineering, Computer Science, or related field.
An equivalent combination of education and experience sufficient to successfully perform the duties of the job may be considered.
- Minimum two (2) years of experience using ESRI ArcGIS software is required.
- Minimum two (2) years of experience working with relational database software and writing complex SQP queries is required.
- Minimum two (2) years of experience working with computers and office software (Microsoft Office Suite).
- Minimum two (2) years of experience with scripting languages such as Python.
- Valid Texas Driver's License with an acceptable driving record is required.
PREFERRED REQUIREMENTS - ESRI ArcGIS desktop, ArcGIS Pro, SDE, and Server software (version 10 or higher) experience is preferred.
- IBM Maximo Asset Management software (version 7.x or higher) experience is preferred.
- Knowledge of CAD systems, especially AutoCAD, is preferred.
- Knowledge of ArcGIS geometric networks and its new utility network for electric distribution is also preferred.
- Report-writing experience (Crystal Reports/BIRT) is also preferred.
- Familiarity in the use of plotters, scanners, Android or iOS mobile devices, the Microsoft software suite such as Word, Excel, and PowerPoint, etc. Ability to make well designed presentations with such technology.
CORE COMPETENCIES AND PHYSICAL DEMANDS JOB DIMENSIONS - Must be able to communicate professionally with citizens, management, field level personnel and vendors.
- Technical manuals and instruction, trade journals, City policies and procedures, reports, files, and other paperwork. User documentation, specifications, bids, correspondence, slides, charts and other paperwork. Computer related calculations for designing spreadsheets and other programs, basic math for purchase orders and requests.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 30 pounds rarely. Subject to sitting and vision constantly; handling, fine dexterity, hearing and talking frequently; standing, walking and reaching occasionally; lifting, carrying pushing/pulling and bending rarely.
Typical working conditions involve climate-controlled office environments.
