    WHAT WE DO:
    The mission of the Los Angeles County Department of Arts and Culture is to advance arts, culture, and creativity throughout Los Angeles County. We provide leadership, services, and support in areas including grants and technical assistance for nonprofit organizations, countywide arts education initiatives, commissioning and care for civic art collections, research and evaluation, access to creative pathways, professional development, free community programs, and cross sector creative strategies that address civic issues. All of this work is framed by our longstanding commitment to fostering access to the arts, and the County’s Cultural Equity and Inclusion Initiative.

    THE OPPORTUNITY:
    The Department of Arts and Culture is seeking well-qualified individuals to fill Program Associate, Arts and Culture vacancies throughout the Department.

    A Program Associate, Arts and Culture provides specialized technical program support and administrative, fiscal, and project management services for professional personnel involved in the development and implementation of a comprehensive countywide Arts and Culture program.

    This position is eligible for a hybrid telework arrangement.

    CLASSIFICATION STANDARDS:

    Positions allocable to this journey-level class typically report to a Senior Program Associate, Arts and Culture or higher-level manager. These positions provide both administrative and specialized program support and are involved in a variety of planning and coordination activities for an Arts and Culture program. Responsibilities include research and analysis of program, policy, and/or operational and organizational issues; monitoring consultant and vendor services, contracts, and grants; coordinating activities related to preparation of the annual budget; and providing staff support for project implementation. Incumbents are expected to utilize analytical and technical skills and abilities to resolve most program-related issues except those which are new or unusually complex in nature. Positions in this class are distinguished from the lower-level class of Program Assistant, Arts and Culture by their increased scope of responsibility and independence.

    Essential Job Functions

    WHAT DOES A PROGRAM ASSOICATE, ARTS AND CULTURE DO?
    A Program Associate, Arts and Culture functions as a program specialist or project lead within a programmatic division (e.g. Arts Education and Youth Development, Civic Art, Communications, Cross- Sector, Grants and Professional Development, Research and Evaluation). A Program Associate, Arts and Culture is responsible for, but not limited to:
    • Analyzes and makes recommendations for the management of program functions including program development, processes, budget, and other administrative program-related duties.
    • Provides staff support at various committee and workgroup meetings.
    • Provides specialized staff services to facilitate dispute resolution efforts between stakeholders and the Department of Arts and Culture.
    • Analyzes, recommends, and implements comprehensive systems and protocols to manage and track grant awards or contracts.
    • Researches funding sources for assigned programs and recommends strategies to increase funding to support long-range Arts and Culture programs and plans.
    • Provides staff support for the Department of Arts and Culture’s participation in Board and Countywide initiatives including, but not limited to, the Countywide Cultural Policy; Antiracism, Diversity, and Inclusion Initiative; Alternatives to Incarceration; Workforce and Economic Development; and Care First Community Investment programs.
    • Conducts administrative studies of programs and practices to evaluate their effectiveness and prepares written findings and recommendations, as requested by program management.
    • Compiles information from various sources to create and maintain a complex project database(s), and regularly prepares project status and related reports for management.
    • Coordinates Departmental public information and public relations activities under the direction of a Division Director, Arts and Culture or Head of Marketing and Communications. Provides materials and content for publication to the Departmental website, social media, local and national press outlets, and other promotional platforms.
    • Facilitates marketing and outreach efforts to increase public awareness of Arts and Culture programs and services by promoting community involvement, coordinating special events, making publication recommendations, and implementing plans for the preparation and distribution of educational and marketing materials.
    • Researches and provides information regarding workshops and symposiums of interest to stakeholders and the nonprofit arts community.
    • Assists management with program budget preparation and oversight by maintaining thorough financial records and providing administrative budget tracking, including the management of contracts, encumbrances, and invoices.
    • Analyzes, recommends, and implements solutions for the development of comprehensive systems and procedures to increase productivity and efficiency in administering program initiatives.
    • Responds to general inquiries from grantees, artists, producers, consultants, students, and County staff regarding program services and related matters.
    • Assists with implementation, administration, and evaluation of training and professional development opportunities offered to program participants.
    • Supervise a small group of employees or consultants in the performance of project or program related activities, as needed.
    • Participates in data collection, research, and analysis to support research agendas aligned with strategic County policy directives.
    • Prepares administrative studies, detailed project status reports, and specialized reports, as requested by management, the Arts Commission, Board of Supervisors, or other stakeholders.
    • Supports communication and collaboration for assigned programs with relevant partners, such as commissioners, arts deputies, County departments, government agencies, community-based organizations, and private establishments.


    Requirements

    SELECTION REQUIREMENTS TO QUALIFY:

    Option I: Graduation from an accredited four (4) year college or university with major coursework in arts administration, public or business administration, education, or a related field* -AND- two (2) years** of arts program*** development and implementation experience in a staff capacity****.

    OR

    Option II: Four (4) years’** experience providing administrative and program support in a specialized staff capacity, two (2) years** of which must be at the level***** of County of Los Angeles Program Assistant, Arts and Culture******.

    LICENSE:

    A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSIC AL CLASS:

    II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    ***Arts program may include performing arts, visual arts, public art, art collection management ,arts education, grant-making, research and evaluation, and/or similar programs.

    ****Staff capacity is defined as: Work in an advisory capacity to provide program and administrative support for line managers; includes performing research, analysis, and making recommendations to administration for the solution of problems such as organization, use of personnel, allocation of funds, workload and workload fluctuations, or programs and procedures for accomplishing work objectives.

    *****At the level is defined as: Experience accepted from a variety of positions/jobs performing similar kinds of work which provide the knowledge, skills, and abilities to perform the work of the higher-level position/job.

    ******Program Assistant, Arts and Culture is defined as: Provides administrative and program support to management and other professional personnel and assists with the development, and implementation of specialized Arts and Culture programs and services.

    WITHHOLD:

    OUT-OF-CLASS EXPERIENCE:
    No Out-of-Class experience will be accepted.

    DESIRABLE QUALIFICATIONS:
    • Experience collaborating with various colleagues and stakeholders to effectively meet desired program goals and outcomes.
    • Excellent communication skills, with experience preparing and delivering presentations or facilitating meetings or discussions with groups and individuals.
    • Experience related to cultural equity, diversity, inclusion, and/or experience working with underserved communities or populations.


    Additional Information

    EXAMINATION CONTENT:
    This exam will consist of an Evaluation of Education and Experience , weighted 100%, based on application information, Desirable Qualifications, and responses to the Supplemental Questionnaire.

    Each candidate's background will be evaluated on the basis of information provided on his/her/their County of Los Angeles Employment Application and Supplemental Questionnaire that pertains to the areas of SELECTION REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidate's job preparation for this position.

    Candidates must meet the Selection Requirements at the time of application filing AND achieve a passing score of 70% or higher on the exam in order to be placed on the eligible register.
