DescriptionCLASSIFICATION: Represented by SHRA Employee Association to perform technical and professional accounting functions in the analysis, interpretation, recording and reporting of the Agency's payroll transactions.
PRIMARY PURPOSE OF POSITION:
As a Payroll Analyst, incumbent will play a crucial role in driving the success, administration, efficiency, and maintenance of payroll-related accounts and records, ensuring accuracy and compliance with legal requirements, collective bargaining agreements and sound financial principles within a complex payroll and accounting system. The position is responsible for reconciliation, preparation of accounting records, schedules, exhibits and summaries. May assist with periodic internal audits of various payroll areas and prepare materials for external or internal auditors. This is a position in which the incumbent’s primary responsibility is payroll accounting.

• Receives direct supervision from the Finance Manager
• Provides technical and directional guidance and training to other finance staff
Essential Areas of ResponsibilityESSENTIAL JOB FUNCTIONS
• Collects, codes, verifies and processes payroll information and related transactions
• Answers questions from internal and external customers; maintains records and files; and provides technical support to assigned area
• Enters, processes/transmits and proofs payroll data in a timely manner
• Ensures accuracy of all personnel entries in the payroll system and makes all payroll corrections when errors are discovered
• Balances payroll data entered into HRIS to payroll report
• Completes payroll and benefits journal entries and works through reconciling differences
• Performs internal audits and reconciliations on Human Resources, payroll and benefit data.
• Researches and advises on relevant state and federal laws to ensure the organization remains compliant with its compensation policies
• Researches and resolves escalated payroll tax notices
• Produces necessary schedules and documentation for applicable audits (worker’s comp., year-end close, etc.)
• Takes part in year-end process including preparing, auditing and distributing W-2’s
• Assists in the development of new processes and procedures
Education & ExperienceAny combination of education, training, and/or experience equivalent to:
Bachelor's degree plus 1 year experience, or Associate’s degree plus 3 years’ experience, or high school diploma plus 5 years’ experience relevant to the position, which demonstrates the ability to perform the duties as described, including courses in accounting, business procedures, algebra, math, statistics or related subjects.
Preferred Qualifications and Experience:Governmental Experience
Experience in Microsoft Excel and payroll processing applications
Principles and techniques of technical record keeping
Reconciliation Experience
Strong Knowledge of Federal and California state payroll laws and regulations
Credential Payroll Professional Certificate is highly desirable.
