    Requirements

    MOS CODES: NONE

    Education and Experience : A Bachelor's degree or higher in Business or Public Administration, Management or related field, and three (3) years of grant compliance, or project compliance, or supervisory experience.

    Licenses and Certificates : Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    Under general supervision, coordinate, monitor and manage grants, contracts and grant funded projects and compliance monitoring activities.

    Typical Duties

    Monitor, review and supervise work involved in grants and grant funded projects. Involves: Prepare performance reports and other grant reports. Receive and review audit reports and other subrecipient reports. Participate in gathering and evaluating data used in grant applications and other projects. Identify and analyze grant priorities. Monitor marketing practices of grant recipient landlords for compliance with affirmative marketing grant stipulations. Oversee investigations on complaints of alleged discriminatory procurement practices, wage and salary disputes. Approve recommended appropriate corrective action.

    Oversee regulatory compliance and contract performance for funded projects. Involves: Oversee and monitor compliance activities with other divisions, outside agencies, staff and government entities. Review contract documents for competitive bidding and procurement of services. Monitor contract documents for specification of legal requirements, federal procurement guidelines and state regulations. Review contract documents for contract conditions and specifications including labor, materials, equipment, transportations and all other costs and expenses. Monitor contractors and enforce compliance to contract provisions including federal regulations, insurance requirements, submittal requirements, apprenticeship provisions, and application for payment, wage rates and other provisions, to include minority subcontract participation.

    Represent the department and conduct site visits and review contract and environmental compliance. Involves: Coordinate for visits by contacting agency. Verify required files are in effect and filed accurately. Perform on-site review. Discuss program performance, inspect facility, review records and check for contract compliance. Interview workers at job sites to verify job classification and wages. Prepare reports on findings, concerns and recommendations and ensure follow-up on findings and concerns are conducted. Review the processing of agency billing. Monitor project description is complete and accurate from the requesting entity. Ensure appropriate level of environmental review and analysis comply with HUD environmental review requirements. Attend City Council or other meetings to represent the department.

    Supervise designated employees. Involves: Appraise employee performance. Assign, schedule, guide and monitor work. Organize and coordinate workflow. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
