  • Job Description

    This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position. The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

    Current vacancy is with the General Services Department located in Visalia.

    Typical Duties

    Gather and analyze information concerning management problems and prepare reports showing time, space, personnel, equipment, materials, and cost of recommended solutions;may suggest modifying scope of study or undertaking new studies;analyze existing or proposed systems, or procedures, prepare workflow charts, conduct time and motion studies, tabulate and analyze factual data;contact other agencies to gather information, and recommend revisions or improvements;develop policy and procedural manuals;design, standardize or simplify office forms; may assist in the preparation of the budget and in monitoring the budgetary and fiscal control program; assist members of the department in the preparation and justification of budget requests by making workload, cost and operation studies; may analyze need for budget items requested by division heads and recommend whether items appear to be justifiable; conduct studies on organization and staff utilization; monitor and evaluate programs as to their effectiveness, and prepare recommendations as to improvements; prepare grants, contracts, needs assessments, comprehensive reports, records and correspondence;may act as a program liaison with other county departments; research and analyze procedures, policies, legal requirements and/or costs of an existing system or procedure to determine if improvement opportunities exist; may determine staffing needs on an ongoing basis through review of regulations, legislation and the budget; design and implement procedures when necessitated by regulation changes; review regulation changes and legislation to determine fiscal impact on department and staffing needs; write narrative and statistical reports on program activity and funding; may periodically review and analyze existing EDP systems to determine if systems are currently operating or can be changed to operate at maximum efficiency for minimum cost.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education: Graduation from an accredited college or university with a Bachelor’s degree in business or public administration, or a closely related field.

    Experience : One (1) year of responsible fiscal, managerial, personnel, or governmental administrative work.

    Knowledge of: Principles and practices in administration including organizational patterns and analysis, fiscal and personnel management; available resources for gathering data; descriptive statistics sufficient to reflect results of research; contemporary office methods, forms, equipment and management principles including automated systems to assess need, capacity and cost effectiveness; current departmental policies and programs; legislative and programmatic trends at local, State and Federal levels; Government budget processes; staffing standards; program development and evaluation.

    Skill/Ability to: Read, interpret and apply complex regulations; prepare clear, concise reports and correspondence using correct grammar, punctuation, and spelling; research, compile and analyze information to formulate appropriate alternatives and recommendations; maintain cooperative working relationships with co-workers, various agencies and departments; convey complex concepts and procedures to lay persons; implement new systems or revisions in current programs; plan and prepare materials to give presentations or conduct training sessions; evaluate proposed and existing programs; conduct needs assessments; prepare grant applications.

    License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.

    DESIRABLE EMPLOYMENT STANDARDS: Knowledge of agencies and community groups providing emergency services, federal and state emergency plan requirements for local jurisdictions and county personnel practices.

    Conditions of Employment:
    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
