    PURPOSE:

    The Vice President for Administration and Finance at CSUMB serves as a strategic leader who fosters a transparent, inclusive budget planning process that engages the campus community and aligns financial priorities with institutional goals. This role demands a visionary, applied and experienced approach to financial expertise, revenue enhancement, leveraging innovative strategies and partnerships to address resource constraints and support student success. With a focus on university goals and operational excellence, the Vice President will drive system improvements and service enhancements, building trust and promoting a culture of continuous improvement. Additionally, as a key member of the President’s leadership team, the Vice President will contribute to a collaborative and forward-thinking environment, supporting positive change management and aligning administrative efforts with the University's commitment to student-centered growth.

    To succeed in these objectives, the Vice President will bring personal qualities that typify a successful executive leader and strategic partner, including integrity, outstanding judgment, collaboration, vision, agility, humility, and transparency. The Vice President will have the ability to use analytical, problem-solving, and organizational and communication skills and to work both collaboratively and independently to ensure the effective management of complex financial and operational units. A comprehensive financial and administrative background with deep experience and technical skills in budgetary management, financial and strategic planning, and enterprise risk management are required.

    This position represents the University's interests with various units within the CSU system office, vendors, and other external constituencies. The Vice President supervises a total staff of over 250 and manages a campus operating budget of approximately $74 million and a corporation budget of approximately $71 million.

    The Vice President reports to the President and has seven direct reports, including: the Associate Vice President for Finance, Associate Vice President for Facilities Management, Chief of University Police/Associate Vice President for Public Safety, Senior Director of Safety, Risk & Sustainability, Associate Vice President for Human Resources, Chief of Staff and Director of Administration and Finance Division, and, at the President’s discretion, the Associate Executive Director of the University Corporation.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
    • In conjunction with the President, Provost and Vice Presidents, develops and provides vision of campus-wide financial and capital construction long-term and short-term strategic plans.
    • Manages the campus budget and leads the annual budget process.
    • Advises the President on developing financial and administrative policies based upon best practices and in support of the University's goals and objectives.
    • Works with and provides leadership to directors and managers of campus units that provide services to or manage operations that fall within the division of Administration and Finance to ensure that appropriate objectives are established consistent with overall goals.
    • Serves as Financial Advisor to support the President, Provost/Vice President for Academic Affairs and Vice President for Enrollment Management and Student Affairs.
    • Where appropriate, ensures coordination of efficiencies and information with the CSUMB Corporation.
    • Works collaboratively with the Vice President, University Advancement in matters of fund-raising for various capital projects, land use development and programs on the campus where donor funds or other private funds are being solicited and/or utilized.
    • Manages the resource allocation for the campus with specific attention to the guidelines set forth by the WASC Senior Colleges and Universities Commission (WSCUC) regional institutional accrediting agency.
    • Participates in various committees or advisory groups such as the president's Cabinet and senior leadership team, the Corporation's Board and Investment Committee, the University Foundation Board of Directors, and the committee responsible for guiding campus development activities.
    • Ensures the appropriate levels of collaboration with relevant staff in the Chancellor's Office.
    • Maintains an awareness of and/or participation in relevant external entities and their activities/decisions affecting CSUMB's ongoing development and operations; such as the cities of Marina, Monterey and Seaside; Monterey County, the Presidio of Monterey, and Marina/Salinas Transit.
    • Leads all areas of responsibility with emphasis on quality, student satisfaction and customer service.

    CSUMB University Corporation: At the discretion of the President
    • Under the direction of the President, with guidance from the Corporation Board and in partnership with the University vice presidents, develops and implements long-range planning and development of entrepreneurial strategies that involve research, resource allocation, and comprehensive contract negotiations.
    • Directs, supervises, and ensures the effective administration of all Corporation activities and programs in service to the University’s mission, vision, and strategic aspirations.
    • Informs the Board of Directors of the Corporation's conditions and operations; recommends policies, programs, and procedures for implementation. Develops and/or coordinates annual budgets for all Corporation activities for approval by the Board; provides financial statements for the Board and ensuring that appropriate procedures are present for use of general accounts, payroll, and computer operations.
    • Ensures compliance of corporate activities with policies, procedures, and regulations of the Trustees of the California State University; California State University, Monterey Bay; the Corporation Board; and other federal and state agencies. Assists the CSU Campus in identifying additional sources of revenue, including new ventures in the area of commercial operations and real estate development.
    • Monitors the performance of the Corporation investments, maintaining relationships with financial institutions and investment managers.
    • Oversees legal and regulatory compliance of all campus auxiliary organizations.
    • Works with and provides leadership to directors and managers of campus units that provide services to or manage operations that fall within the Corporation to ensure that appropriate objectives are established consistent with overall goals.
    • Responsible for Corporation representation to internal campus constituencies and external contacts.

    KNOWLEDGE, SKILLS AND ABILITIES:
    • Comprehensive financial and administrative background with deep experience and technical skills in budgetary management, financial and strategic planning, and enterprise risk management.

    • Executive-level leadership and organizational development experience with the capacity to energize teams and sustain their commitment to changes in processes and strategies.     • Exceptional verbal and written communication skills rooted in transparency and clarity with the ability to synthesize complex financial information for constituent groups with varying levels of financial understanding.
    • Deep knowledge of operational responsibilities and a willingness to engage subject matter experts to better understand nuances and the interconnectedness across units. Skilled in developing reports, specifications, policies, and procedures to identify operational efficiencies and implement best practices.
    • A commitment to operational excellence through the continuous assessment of structures, policies, and practices. The ability to take corrective action while communicating and implementing change in a thoughtful way to ensure maximum effectiveness.
    • A collaborative approach and ability to develop and maintain effective working relationships with key constituents, both internal and external to the University, including key campus leaders, faculty, students, and external contacts in the Office of the Chancellor of the California State University, state and county government, the various municipal/district boards and officials in the University service area, and others whose interests often overlap those of the campus.
    • Working knowledge of Information Management Systems, such as PeopleSoft Finance and PeopleSoft Human Resources, or other Enterprise Resource Planning applications.
    • A creative and innovative approach to growing institutional resources. Ability to collaborate with peers and key campus leaders to identify and cultivate public/private fiscal resources, partnerships, and other new sources of revenue to accomplish campus goals.

    MINIMUM QUALIFICATIONS:

    Bachelor's degree from an accredited institution.

    Ten years of progressively responsible analytical experience, including four years in the preparation, justification, and analysis or the control and administration of a major budgetary program in a college or university.

    PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

    Postgraduate degree in Finance or comparable discipline highly desirable.

    Experience in campus master planning and collective bargaining environment.

    A deep understanding of government regulations related to higher education and experience working within the university and system-wide policies and procedures.

    Technical fluency with Microsoft Office Professional Suite, and Google mail and calendaring programs.

    PHYSICAL ENVIRONMENT:

    Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
