    SOCIAL SERVICES DIVISION
    The Health and Human Services Agency’s Social Services Division strives to improve the quality of life for the residents of El Dorado County. They help residents meet basic needs and ultimately become self-sufficient by offering the following services: CalFresh, CalWORKs, General Assistance and employment services. Social Services also provides both Adult and Children’s protective services.

    IN-HOME SUPPORTIVE SERVICES In-Home Supportive Services Public Authority is a program which recruits, processes and supports service providers for the In-Home Supportive Services Program (IHSS); a Medi-Cal funded program which enables eligible individuals (who are 65 and older, blind, or disabled) to hire providers of domestic and personal care services to help the individuals remain living in their own homes and communities.

    THE OPPORTUNITY
    The Social Worker III carries a complex and difficult caseload involving the determination of need for social services for individuals and families, for adults; perform assessments and eligibility determinations involving individualized case plans and application of casework methods; may serve as a lead worker over subordinate professional staff supporting an assigned program or function; provides comprehensive casework services of a tangible nature; and performs related duties as assigned.

    The selected candidate will have the opportunity to:
    • Conduct In-Home Supportive Services initial assessments and reassessments according to the regulations, principles and practices of the IHSS Program to assess individual applicants for program eligibility and authorized level of service.
    • Develop and carry out case plans for an assigned caseload; ensure all services are delivered in a respectful, culturally sensitive, and appropriate manner and in conformance with agency, state, and federal requirements; assist clients and family members to develop strategies to accomplish case plan goals.
    • Prepare and maintains case records and program systems; communicates decisions, timelines, recommendations and service authorizations timely
    • Counsel or support clients with complex or specialized needs; provide crisis intervention.
    • Refer clients to other county and community resources for supportive services; advocate on client's behalf for most appropriate services.

    THE IDEAL CANDIDATE
    The In-Home Supportive Services Program (IHSS) offers domestic and personal care services to Medi-Cal eligible individuals who are 65 and older, blind, disabled, or disabled children to help them continue living in their homes and communities. Within IHSS, is the In-Home Supportive Services (IHSS) Quality Assurance Program, which is a mandated, internal quality assurance monitoring program where the IHSS QA Social Worker conducts case/desk reviews, home visits to IHSS recipients, targeted reviews (issue specific), verifies receipt of services, third party liability and completes data match and error rate studies. The ideal candidate has prior IHSS social work experience, strong assessment and customer services skills, written and verbal communication skills, organization skills and meticulous attention to detail. Essential qualities include being a proactive self-starter who can work independently and as part of a team, actively asks questions, makes suggestions, and demonstrates initiative.

    Human Resources will assess your application to determine if you are minimally qualified using the following recommendations:


    Education and Experience:
    One (1) year of full-time experience performing journey-level social work case management equivalent to the County's class of Social Worker II;

    OR

    Two (2) years of full-time journey-level social work case management experience in a public or private agency*; and Thirty (30) semester units or forty-five (45) quarter units from an accredited college or university, including fifteen (15) semester units or twenty-two and one half (22.5) quarter units in social welfare, social/human services, sociology, or other social or behavioral science.**

    *Qualifying social work case management includes direct case work management, such as: assessment, evaluation; conducting investigations of abuse, neglect, and exploitation; preparing court reports; responsibility for a long term caseload, monitoring compliance through home visits and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan, modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services.

    ** Examples of acceptable social or behavioral science courses include: anthropology, criminal justice, ethnic studies, human development, human services, psychology, social welfare, and sociology.

    Licenses and Certifications:

    • Possession of, or ability to obtain and maintain, a valid California or Nevada Driver's License and a satisfactory driving record.

This recruitment will establish a list for the purpose of filling current and future full-time vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
