    SPECIAL SALARY INFORMATION

    MAPP - This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP) Schedule 8. Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.

    LA County Library serves 3.4 million residents across 3,000 square miles through its 86 libraries, 4 Cultural Resource Centers, and mobile fleet of 15 vehicles, including 4 Bookmobiles, 6 MakMo's (maker mobiles), 3 Reading Machines (early literacy vehicles), and 2 mobile outreach vehicles.

    The Position:
    Under administrative direction, this position oversees all aspects of library service within one of five operational regions with a variety of service outlets including community libraries and bookmobiles or directs a major department-wide service program such as Youth Services, Public Services Administration, or the Technical Services Division.

    Positions allocable to this class work under the technical and administrative direction of the Assistant Director, Public Services, Library or Departmental Chief Information Officer. Incumbents have responsibility for managing, through subordinate supervisors, the operations of facilities and mobile services providing community and related library services to the residents of the unincorporated areas of the County and contract cities or directing and coordinating a major department-wide service program, or the Technical Services Division. Incumbents must possess thorough knowledge of library trends, practices, and administration in combination with highly specialized professional or technical proficiency; organization techniques and procedures pertaining to a major library system; and budget development and administration. Incumbents must ensure that library activities are relevant and accessible to the needs of the communities served, integrated with the overall service program of the department, and in conformity with established professional methods and standards. Incumbents must meet with government officials, participate in community activities, and organize outreach projects within the region and/or system-wide to promote library services and gain community support. Incumbents must provide expert professional leadership representing the Library on committees involving the planning, development, coordination and implementation of new legislation/initiatives, special services and/or programs; develop ideas and prepare proposals for grant funds; and direct grant funded projects. Incumbents must also exercise a knowledge of the principles of supervision, terms and conditions of applicable Memoranda of Understanding, and departmental policies, rules, locations, and services.

    Essential Job Functions

    Essential duties include, but are not limited to:
    • Plans, assigns, directs, and evaluates the work of region or division staff providing direct library services and comprehensive programs to the public from a variety of service plans for adult, youth patrons and other identifiable groups, such as community libraries, bookmobiles, outreach services, and specialized resource centers.
    • Develops and directs a variety of activities for various groups and programs related to educational programs and special events.
    • Plans and conducts system-wide training workshops on library services for various groups and provides consultation to library staff on general and specialist adult library themes and speakers related to special events or program series services, including graphics, displays, exhibits and media releases.
    • Plans and coordinates the department’s book and materials collections; assigns, directs, and evaluates the work of technical services divisional staff providing system-wide acquisitions of special supplies and equipment, cataloging, and processing of new library materials and overseeing digital projects.
    • Prepares resource materials, graphics, displays and exhibits, and bibliographies; produces and distributes bibliographic lists assessing adult materials.
    • Participates in the formulation of departmental policies and guidelines governing services and programs; interprets policies and programs to outside agencies, community groups and the news media within the region or division.
    • Monitors, evaluates, and makes recommendations for department-wide service programs.
    • Directs or participates on committees on library initiatives and Board-related matters to evaluate the effectiveness on Library operations, costs, and revenue, and recommends legislative positions, including amendments to adjust legislation to department needs.
    • Directs the administrative functions of the region or division such as budget preparation and control, facility maintenance and operation, personnel selection and development, and preparation and maintenance of records, statistics, and other reports.
    • Assists in developing and administers immediate and long-range operational plans for the region or division including the location, modification, and installation of new and expanded facilities and the allocation of personnel.
    • Serves as the Library’s liaison and maintains effective relations, conferring with County departments, community agencies or organizations, and other governmental agencies to gain support and create partnerships, interest, and participation in library programs.
    • Act for the Assistant Director, Library or Departmental Chief Information Officer in the latter's absence as needed.


    Requirements

    There are two options to qualify for this position:

    OPTION I: One (1) years’ experience at the level of Los Angeles County's class of Assistant Library Administrator* assisting in the administration of a region or coordinating a department-wide service program or technical services function.

    OPTION II: Two (2) years' experience at the level of Los Angeles County's class of Librarian V ** in charge of either a Group I level*** community library or directing and coordinating the department-wide specialized reference services.

    License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Additional Information

    EXAMINATION CONTENT
    This examination will consist of an interview, weighted 100%. The interview will assess knowledge and understanding of the position, adaptability, problem solving, decision making, interpersonal and public relations, oral communication, and supervision.

    Candidates must meet the requirements and achieve a passing score of 70% or higher on the examination to be placed on the eligible register.
    ELIGIBILITY INFORMATION The names of candidates receiving a passing grade on the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
