    The City of Gresham is inviting qualified applicants to apply for the Engineer 2 or Senior Engineer position in the Transportation Engineering Division of the Department of Environmental Services. 

    The primary purpose of the Engineer 2 position is to perform engineering work, including the design and preparation of plans, specifications and estimates, for transportation capital projects. The selected individual will manage projects with varying degrees of complexity in close collaboration with other engineering team members.

    The primary purpose of the Engineer Senior role is to lead a team of six engineers and engineering technicians in the design and delivery of locally and Federally funded transportation capital projects. This leadership role requires a blend of practiced expertise in transportation design and construction, as well as a passion to mentor and develop other team members. This role is also tasked with providing expert guidance regarding design of the transportation system to both internal and external stakeholders.

  • Job Description

    What you will get to do as a Transportation Engineer 2:

    • Design and Deliver Capital Improvement Program (CIP) Public Works Projects. This position is required to design and produce engineering plans, specifications and estimates for complex, multiple disciplinary public works construction projects. This role provides all levels of management services for construction and engineering public works projects. In the course of this project management role, the successful candidate will review and prepare technical drawings, construction plans, calculations, engineering studies and reports; conduct research, analyze data, and formulate recommendations. 
    • Manage Grant Funds and Negotiate Contracts. The successful candidate will be expected to oversee the City’s more complex capital projects, which typically involve the use of grant funds and, in some cases, management of professional services contracts (design, right-of-way acquisition, environmental compliance and permitting). The scale of projects under this position's purview will often be in excess of $2 million.
    • Review of Engineering Work. As a registered Professional Engineer (PE), the position will be responsible for reviewing engineering work prepared by others on the team to ensure compliance with applicable standards and sound engineering judgment. Through this, the individual will help to mentor and develop less experienced staff.
    • Support Local Agency Certification Program. As an Engineer 2, the successful candidate will stay current on Federal and state rules, practices and procedures which enable the City to continue as a local agency certified by ODOT in various aspects of project delivery. This includes ongoing training and providing detailed review of certified project work developed by other team members.
    • Respond to Customer Requests. The successful candidate may be asked to respond to requests and inquiries from other divisions or departments, as well as external stakeholders. This position, therefore, requires solid knowledge in the professional practices, principles, procedures, regulations, methods, and techniques related to design and engineering of transportation systems, along with good communications skills and a high degree of responsiveness.  

     

    What you will get to do as a Transportation Engineer Senior:

    • Provide daily supervision of our engineering design team. The successful candidate will prioritize, assign and review work from our engineering design team. As much of our engineering work is done in-house, this creates the chance for applying your skills and expertise to design and construct capital projects through the mentoring, development and support of subordinate staff. The successful candidate will ensure that projects stay within scope, schedule and budget, and is responsible for defining future staffing needs and overseeing hiring, development and retention of engineering staff. 
    • Maintain local agency certification. Federal funding is a significant component of the City of Gresham’s transportation capital program, and the City is one of a small number of agencies that has been certified by the Oregon Department of Transportation to deliver Federal projects. The successful candidate will be the City staff member primarily responsible for keeping the City compliant with regulations and processes pertinent to being a certified local agency. This involves working with project managers, support staff, contractors and ODOT to ensure that we are current on and compliant with all applicable requirements.
    • Provide expert guidance regarding design of the transportation system. The successful candidate is a professional engineer with years of experience in applying design standards and professional judgment toward the needs of our transportation system and its users. The successful candidate has not only a proven record of effectively applying this expertise but also in communicating to both technical and non-technical audiences. This expert guidance may be exercised in relation to capital projects, development review, and in coordination with other internal and external teams.
    • Lead planning and implementation of construction and engineering projects. The successful candidate is integrally involved in development of the City’s capital improvement programs for Transportation and Footpaths, and will also provide key technical input for transportation funding grant applications. On occasion, the successful candidate will need to manage capital projects, so they should be well-versed in delivering capital projects, and in doing so while not neglecting the supervisory and leadership roles associated with this position.

     

    Work schedule/environment:  
    The successful candidate will work from Gresham City Hall on a traditional 5-day work week. A flexible (9/80) work schedule may be available upon successful completion of probation. Hybrid work opportunities may be an option upon successful completion of probation. At this time, the City of Gresham is reviewing a return-to-office (RTO) policy which may increase on-site requirements with notice. The hiring manager for this position will have more current information at the time of all verbal/contingent offers.

    Minimum Qualifications for Engineer 2:

    • Bachelor's degree in Engineering (i.e., Civil, Environmental, or related field)* 
    • One (1) to four (4) years of related experience with project management in transportation engineering* 
    • Requires active registration as a Professional Engineer, and an Oregon Professional Engineer within 6 months of employment 
    • Valid driver's license
    • Good driving record (as defined by our driving matrix) 

    *Any combination of qualifying education, training, and/or experience to reach an equivalency of 5-8 years will be considered.

     

    Minimum Qualifications for Engineer Senior:

    • Oregon Professional Engineer (PE) registration or able to obtain it within 60 days of employment
    • Bachelor's degree in Engineering (i.e., Civil, Environmental, or related field) 
    • Three (3) to six (6) years of related experience with project management in transportation engineering 
    • Requires active registration as a Professional Engineer, and an Oregon Professional Engineer within 6 months of employment 
    • Valid driver’s license
    • Good driving record (as defined by our driving matrix)

     

    DRIVING MATRIX:

    • You will be disqualified from this process if you possess any of the following driving infractions:
    • A major traffic offense or accident that results in death or major injury.
    • Driving under the influence (DUI) offense within the last 5 years.
    • Have more than 3 moving violations within a 3-year period or more than 2 within a one-year period.
    • Have more than 2 accidents within a 3-year period.
