    Introduction

    THIS IS A NEW ASSEMBLED EXAMINATION . The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

    SUPPLEMENTAL QUESTIONNAIRE : A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

    DESCRIPTION

    THE COUNTY:

    Established in 1853, Alameda County has a population of over 1.6 million residents making it the second largest county in the Bay Area and the seventh largest in the State. The County encompasses 14 cities including Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, and Union City as well as six unincorporated communities and rural areas that span a total of 738 square miles.

    THE POSITION:

    Under general supervision, to perform complex accounting clerical work in connection with maintaining or reviewing financial records, and to do related work as required. Positions allocated to this class are distinguished from those allocated to the class of Account Clerk I by performing, on a regular basis, one of the following kinds of assignments:
    • Independent responsibility for maintaining audit of departmental control accounts for large accounting systems.
    • Functional supervision or review of account record keeping done by positions in the class of Account Clerk I.
    • Preparation of reports of fund expenditures and balances for accounting systems which are large in terms of both dollar amount and number of transactions.
    • Maintenance of complex account record-keeping systems which have multiple sources of revenue, each source having its own account record keeping requirements.
    • Responsibility for review of records for the purpose of allocating a variety of expenditures to a variety of cost centers.

    THE IDEAL CANDIDATE

    In addition to meeting the announced minimum qualifications below, ideal candidates will also possess the following attributes:
    • Financial record keeping and auditing including preparing financial reports, maintaining journal ledgers, identifying and correcting errors in financial documents.
    • Excellent communication skills both verbally and in writing; with the ability to effectively communicate with co-workers, customers and various levels of management.
    • Adaptable professional who can easily adjust to changes in work environment, work responsibilities and processes while maintaining a high level of performance.
    • Ability to effectively manage time by appropriately prioritizing work while also accurately completing work tasks and paying close attention to details.
    • Willingness to work cooperatively with others to accomplish work goals and tasks.
    • Experience and accuracy handling large volumes of cash.
    • Proficiency with Microsoft Excel.

    THE VACANCIES

    The immediate vacancies for this position are currently located withintheSocial Services Agency,Department of Child Support Services,Alameda County Health,County Library, andSheriff's Office.Theeligible list resulting from this recruitment and selection process may be utilized to fill future vacancies in other department/agencies within the county.

    MINIMUM QUALIFICATIONS

    Either I

    The equivalent of one year of experience in the class of Account Clerk I or in an equivalent or higher level clerical class.

    Or II

    The equivalent of two years of responsible financial record keeping experience. (Completion of a bookkeeping or accounting curriculum in a recognized business or accredited junior college may be substituted for the required experience on a year-for-year basis.)

    NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of:

    • Purposes, methods, practices and terminology of financial record keeping work.
    • Modern office methods and equipment.

    Ability to:

    • Prepare financial reports and maintain ledger for journal.
    • Identify and correct errors in a variety of mathematical calculations in financial documents.
    • Work independently in the absence of specific instructions.
    • Operate standard office machines.
    • Establish and maintain cooperative relations with the public.

    SELECTIVE CERTIFICATION CRITERIA:

    A. For positions requiring the ability to operate a l0-key by touch.

    B. For positions requiring the ability to type at a speed of not less than 40 words per minute from clear copy.

    EXAMINATION COMPONENTS

    The examination will consist of the following steps:
    A review of applicants'applications andsupplemental questionnaires to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A written examination that will be weighted as pass/fail. A computer skills assessment with the following components (pass/fail):
    A. Typing Test

    B. Microsoft Word

    C. Microsoft Excel
    An oral interview which will be weighted as100% of the candidate's final examination score. The oral interview may contain situational exercises.
    Candidates must attain a qualifying rating on each portion of this examination.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars." The County enjoys a varied geography ranging from urban marinas to rolling open spaces to hillside lakes and streams. Alameda is the seventh most populous county in California, and has 14 incorporated cities and several unincorporated communities. The total population is estimated to be 1,510,271 as of April 2010, a 4.6% increase from April 2000. During the same time period, California's population rose 10%. Oakland is the seat of County government and the largest city.

    Alameda County is characterized by rich diversity and culture. Population growth has occurred with the natural net increase of births over deaths, but also from substantial immigration, and Alameda County is now one of the most ethnically diverse regions in the Bay Area and the nation. The 2010 Census shows that there is no majority racial or ethnic group in Alameda County. Compared to the 2000 Census, the Black / African American population decreased countywide by 11%, the Asian population increased by 31%, and the Hispanic population increased by 23%.
