    THE COUNTY OF EL DORADO

    DEPARTMENT OF TRANSPORTATION

    The County of El Dorado , Department of Transportation is responsible for funding, designing, building, operating, and maintaining the County Road System. El Dorado County's Road System currently consists of approximately 1083 centerline miles of paved roadway, 76 bridges, a multitude of storm drainage systems, and related transportation facilities.

    The Department of Transportation has two main priorities:
    1. Ensuring that our roads are safe for public use with due care in a manner in which it is reasonably foreseeable that they will be used, and
    2. Preserving and maintaining the public's multi-billion dollar investment in our roads, bridges, and other facilities.

    MAINTENANCE AND OPERATIONS DIVISION
    The Maintenance and Operations Division is composed of Road Crews, Fleet Services, Equipment Mechanics, and Traffic Control Crews. This dedicated team manages the repair, maintenance, and replacement of existing County roadway and drainage infrastructure. It is also responsible for the maintenance of all 1083 centerline miles of roadway in the County.

    THE OPPORTUNITY
    Under direction, plans, coordinates, schedules and directs the County wide traffic operation programs; traffic signs, road striping and marking, traffic regulations, traffic studies, accident reduction, traffic counts, signal maintenance and safety projects.

    The selected candidate will have the opportunity to:
    • Plan, organize, coordinate, administer and direct work on the traffic maintenance program (signs, striping, marking); assists in developing and directing the implementation of goals, objectives, policies, procedures and work standards for the division; provide for staff training and development.
    • Plan, organize and direct traffic engineering functions; traffic regulations, traffic studies, accident reduction program, traffic count program, signal maintenance contract and safety projects.
    • Prepare estimates of the staffing, material and equipment requirements for projected activities; provides technical assistance to staff.
    • Inspect and evaluate work being performed; identify problem areas and direct remedial action.
    • Direct the selection, supervision and work evaluation of assigned staff; recommend disciplinary action or dismissal; resolve a variety of routine personnel administrative matters.
    • Receive and process all communications relating to accidents, safety, signing, striping and other traffic issues.
    • Prepare the agenda, set meeting dates, and serves as primary staff for the Traffic Advisory Committee.
    • Provide material for claims adjustment, prepare a response to Interrogatories, and provides testimony regarding traffic issues.
    • Analyze annual accident data and selects locations for road improvements.
    • Review and processes permits for road closures.
    • Oversee the maintenance and updating of the traffic database.
    • Assist the Deputy Director/Maintenance in preparing and administering the budget for division activities.
    • Participate in long-term planning to assess future needs.
    • Directly supervise crew supervisors assigned to unit activities.
    • Research new operational methods, techniques and equipment and recommends their application.
    • Ensure that activities are carried out in a safe and efficient manner.
    • Review or prepare plans and specifications for contract work and inspects work performed to determine compliance to standards; administers contracts.
    • Coordinate activities with those of other divisions, departments, outside agencies and contractors.

    MINIMUM QUALIFICATIONS
    Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:

    Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.

    Equivalent to graduation from a four-year college or university with major course work in an engineering discipline OR possession of a valid California certificate as an Engineer-in-Training AND four years of engineering or technical work at a level equivalent to the County's level of Senior Engineering Technician or Traffic Control Maintenance Supervisor. Additional work experience at a level equivalent to EITHER the County's Principal Engineering Technician, Senior Engineering Technician or Traffic Control Maintenance Supervisor may be substituted for the required education on a year for year basis.

    NOTE: The above qualifications are typically accepted ways of obtaining the required knowledge and skills.

    Must possess a valid driver's license.

    The County of El Dorado is recruiting applicants for Traffic Superintendent This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
